The pace of legislative work is increasing

It is planned to adopt amendments to the Basic Law concerning the reduction of the number of deputies in the republic until the end of the spring session. As expected, this will lead to reduction in the expenses of the republican budget for the maintenance of representative bodies of power, as well as the holding of elections.

The subject of consideration of the deputies will also be law-in-draft "On Free Legal Aid in the Pridnestrovian Moldavian Republic". Deputies of the relevant parliamentary committee on legislation are the authors of the law-in-draft. The goal is to create conditions for realization of the right of citizens to receive free qualified legal aid, to form a state system of free legal aid, and to promote development of non-state free legal aid system. The adoption of this law-in-draft, in the opinion of the deputies of the Committee, will create conditions for the realization of the rights and freedoms of citizens, protect their legitimate interests, increase the level of social security, ensure their access to justice.

Deputies of the Supreme Council Igor Buga, Andrei Safonov and Ruslan Gareev brought to the court of their fellow parliamentarians two legislative initiatives that change some of the norms of the laws "On the State Civil Service of Pridnestrovie" and "On Universal Military Duty and Military Service". The authors note the need to create conditions for the growth of prestige and attractiveness of military service. Much has been done for this in the legislation: the service term has been reduced, alternative service has been introduced, conscripts undergo it during working hours (from 8:00 to 18:00), recruitment periods have been changed, soldiers have the opportunity to serve and study in parallel. In this regard, the authors of legislative initiatives suppose that a prerequisite for a person to hold a civil servant position is the passage of fixed military service in a timely manner.

Several legislations were presented by the Committee of the Supreme Council for the Development of Enterprise and Industry. This, in particular, concerns the law-in-draft “On the State List of Small Privatization Objects for 2019–2020”. It is supposed to be expanded due to the need to reduce the costs of state organizations and institutions on whose balance they are. At present, these objects are not used, it is not supposed in the future. At the same time, the balance sheet holders bear the costs of utility bills, land tax, maintenance of security guards, and repair work.

Amendments and additions to the law “On preferential crediting of small businesses” are aimed at providing state support to businesses that buy imported pedigree dairy heifers and planting material for gardens where they are supposed to grow stone fruit. It will be carried out through concessional lending. However, economic entities engaged in breeding cows and gardening, often go beyond the scope of small businesses. Therefore, the law-in-draft proposes to extend the effect of concessional lending to medium and large enterprises.

A package of legislations, consisting of five documents was developed to provide applicants with an alternative to submitting documents in electronic form to the registering authority for state registration, as well as to receive the result of state registration services in the form of an electronic document.

Deputies of the Committee on State Regional Policy recommend to colleagues during the next plenary sessions to adopt in the second reading supplements to the Housing Code. Their essence is an increase from three to five years of the statute of limitations for the recovery in court of debt for services rendered by housing and public utilities.

Until the end of the spring session, the deputies of the Supreme Council intend to hear the government’s report on the work of the highest executive body last year.
