One of the ways to protect the legitimate rights and interests of citizens is to apply to state authorities. The ability to send a letter to the Supreme Council appeared in fact from the moment the legislature was created. At first, all correspondence was received by one specialist from the general department. The department of letters and reception of citizens was already created in October 1992. There was a kind of link between citizens and the legislature. Proposals for the improvement of laws or requests for the protection of violated rights and freedoms of citizens: appeals can be in oral or written form.
The appeal in the form of an electronic document became possible in 2008, when the Internet reception appeared in the Supreme Council. This method has also become popular among citizens, especially among young people. The preference is still given in writing. Every year the number of such appeals increases. A large number of letters - 3301 - was received in 2016, the year of the election of the President. 1505 appeals were sent to the legislature in 2017, by 240 more - in 2018.
So, last year, it was possible by efforts, including the Supreme Council, to resolve the long-term problem of paying wage arrears to former employees of the Slobodzeia Production Department of Housing and Communal Services, which appeared in 2013-2014 in the process of several reorganizations of the enterprise.
The legislature is open to citizens of the republic. You can send a letter or bring it personally to Tiraspol, 25 October Street, 45. In a written request, you must specify the name of the state authority, or the last name, first name and patronymic or position of the person to whom it is sent. The appeal must contain the name of the citizen, the address of his place of residence (stay) or place of work (study), postal address to which the response should be sent. The letter describes the essence of the appeal, put the date and signature.
As the head of the department Larisa Orzhekhovskaya noted, the appeal is registered and after the resolution is superimposed by the leadership is sent to the appropriate structural unit of the Supreme Council for execution. The applicant is explained his/her rights, if necessary, information is requested from the executive authorities, recommendations are made. If appeals are not within the jurisdiction of the legislature, they are forwarded to those instances, the competence of which is to address the raised issues.
