Communication with voters

State authorities and administrations must consider and respond to citizens' appeals within a month. If necessary, the period may be extended up to two months. Such rules established by the current legislation must be adhered to, among other things, by deputies of local Councils. The Supreme Council clarified the norm in connection with the presence of ambiguities in its application in practice.

Deputies of local Councils must report on their work with voters in the manner and form that the local Council establishes. General information about the work of the deputies will be announced annually at the session by the Chairman of the Council. The legislations, designed to regulate the activities of deputies to consider proposals, statements and complaints of voters, were adopted today in the final reading. The initiator of the changes and additions was the parliamentarian Alexander Korshunov. The Regional Policy Committee prepared amendments to the legislations, taking into account the opinions of the deputies of the Supreme Council, the Government, the PMR Prosecutor and local Councils.

Voters may address deputies of local councils both in writing and orally, for example, by telephone. The practice shows that it is necessary to have an official written appeal in order to protect the rights of voters. It can also be by e-mail. Messengers and social networks are excluded in this case.
