Regular plenary session of the Supreme Council is scheduled for March 27, the next one will be held next week. Such a decision was made today in the course of the meeting of the presidium of the legislature. In addition, the legislators following the results of the discussion came to decision on the need for a joint meeting of the presidiums of the Supreme Council and the government. It is tentatively scheduled for March 12. The topic of the upcoming conversation is the transition to a new tax system for small businesses. As you know, tax laws that reform the existing tax system for individual entrepreneurs, determining equal tax burden and social guarantees for all business entities should come into force on April 1 this year. To date, those who will work on it have questions both organizational and technical. Individual entrepreneurs turn to the deputies for clarification. As Chairman of the committee for the development of entrepreneurship and industry Viktor Guzun explained, the questions concern the issuance of new documents to individual entrepreneurs by the tax authorities, as well as the acquisition of online payment terminals, which should replace the old cash registers.
The speaker noted that currently the government is working closely on the by-laws, a number of services are engaged in technical support of the transition to the new tax regime for individual entrepreneurs. Alexander Korshunov expressed hope that this process will take place in the republic calmly and evenly.
In accordance with current legislation, the deputies will hear a report on the activities of the government for 2018. According to tradition every year Deputies prepare their questions to the head of the executive branch of the Government. It was decided during the presidium meeting to prepare a list of issues by March 20. Their generalization and systematization is entrusted to the commission on mandates, regulations and deputy ethics.
Members of the presidium discussed the issues that will be on the agenda of the March plenary meetings. Today, mainly the developments of the committee on legislation were presented. As the head Galina Antyufeyeva informed, amendments to the law regulating the procedure for entering the Pridnestrovian Moldavian Republic and leaving the republic are ready for consideration by deputies. They are developed by a group of deputies. The purpose of the law-in-draft is to empower the President to annul decisions of state authorities regarding foreign citizens and stateless persons to ban entry to the territory of the PMR and about the undesirability of staying (living) in the republic.
Law-in-draft is ready for the first reading, amending the law “On the right of Pridnestrovian citizens to freedom of movement, choice of place of stay and residence within the republic”. The authors of the document and a group of deputies of the relevant committee, in order to improve the norms of the law, suggest clarifying and supplementing the list of the grounds allowing the registration authority to remove the citizen from the register at the place of stay.
Lawmakers propose a number of changes to the Code of Administrative Offenses. In particular, it is proposed to exclude this type of provision of proceedings in case of administrative offense as the prohibition of the use of vehicle with the removed state license plates.
