The hearings "The main directions of the development of architecture and town planning in the PMR" were held under the auspices of the parliamentary committee for state regional policy. Parliamentarians, members of the Union of Architects of Pridnestrovie, representatives of the Ministry of Economic Development, chairmen of the mountain district councils, chief architects of cities and districts, heads of the respective departments were invited to an important talk about the appearance of our cities and villages.
They had plenty to talk about, as the current architectural appearance of the settlements of the Republic does not satisfy anyone. Last years, in the absence of general plans for the construction of cities, were under the sign of chaotic development. Specialists called this "building bacchanalia".
The impetus for the exchange of opinions was the content of the program "The Union of Architects of Pridnestrovie" for 2017-2020. It includes 24 points, for the implementation of which professionals support. The head of the union Vasily Rodionov said that every year the issues of architecture and town planning were moved to the periphery of the attention of the authorities, personnel leapfrog, lack of proper supervision over who, how and where builds.
The absence in the legal framework of the Republic of the Town Planning Code, general plans for the development of cities, the necessary number of managers of this sphere in the relevant departments, the proper status and authority of the chief architects of cities, town-planning councils are the main reasons for this.
Drawing up master plans for urban development is expensive. According to experts, the development of the general plan of Tiraspol can cost $ 500 thousand. The Union of Architects of Pridnestrovie is ready to undertake the adjustment of the master plans that existed since the Soviet times in line with current trends, but this will require 25-30 thousand dollars for large cities and 8-10 thousand for smaller settlements. Members propose to implement a pilot project to begin with it.
Deputies of the Supreme Council did not stay away from discussing the burning topics, as they have to deal with numerous complaints of voters.
Results of the hearings in the legislature were summed up by the Chairman of the Committee of the Supreme Council for State Regional Policy Oleg Vasilaty.
It is also necessary to solve the issues of increasing the legal status of the main architects of cities, filling it with concrete content, the role of town-planning councils and moving from point development to development in accordance with general plans.
