The Supreme Council adopted law-in-draft extending the construction amnesty until the end of 2024 in the second final reading. Summer houses, outbuildings or extensions to a private house can be legitimized in a simplified procedure. The amendment adopted by parliamentarians changed the mandatory condition for applying the amnesty at the same time. Facilities must be completed not before January 1, 2021, but before January 1, 2023. The amendment to increase the construction period was prepared by Deputy of the Supreme Council Viktor Guzun. The parliamentarian justified his proposal to his parliamentary colleagues in the course of the plenary session.
When discussing the amendment of parliamentarian Viktor Guzun, opinions were voiced that in essence it increases the period when citizens could build or redevelop their outbuildings on the territory of a land plot in violation of the law, that is, without permission from the relevant government authorities. This amendment makes it possible on the other hand to register their buildings in a simplified manner, and therefore with less waste of people’s time, emphasized the deputies, in whose constituencies voters were faced with the problem of obtaining permits for construction or redevelopment.
The amendment of parliamentarian Victor Guzun was adopted by a majority vote. Accordingly, objects built before January 1, 2023 will be able to fall under the construction amnesty (which has been extended until 2024) after the law-in-draft is signed. These include:
– one-story residential buildings located on land plots from the category of land in settlements;
– single-apartment residential buildings with a height of more than one floor, located on land plots from the category of land in settlements;
– houses located on land plots provided to individuals for gardening (garden houses, garden houses, dachas);
– extensions to this category of houses;
– outbuildings for keeping livestock and poultry, growing agricultural products, storing household and other equipment, vehicles, products, etc., as well as to meet the needs of human life (eating and preparing food, personal hygiene, etc.) .
