The Stabilization Fund: From the Past to the Future

Deputy corps works on a law-in- draft on the budget. Amendments to the second reading are discussed at the Plenary Hall. They are formed in the five tables. Discussion amendment concerns the stabilization fund created in 2012 to finance the salaries and pensions. Its author, parliamentarian Porphyry Shkilnyuk, recalled that in 2012-2013, 82 million rubles that were directed to the fund, did not achieve the gas bills, and therefore also to the revenue side of the budget, and 15 million Russian rubles in the form of a fine radio TV center "Mayak", which were supposed to get into the state treasury. Deputy insists that the funds should be returned to the state. In addition, he drew attention of the meeting to the fact that the "stabilization fund" is a non-governmental organization, but as it turns out, no one can tell anything about it.

The amendment, by which the revenue side of the budget-2016 can be significantly supplemented, was supported by 38 deputies vote.

Issues regarding reserve fund were discussed. Parliamentarian Efimy Koval insists that the budget law should be spelled out, for what purposes these funds are spent. According to him, it could be financing exclusively eliminate the consequences of man-made and natural disasters, as well as for damages to the injured party on judicial decisions. Deputy corps supported this specifying proposal.

Spending on targeted state programs was much discussed. The government insists on approving budgets regulations. Deputies suppose that the funding should be approved by the annexes to the law on the budget.

Majority of votes supported the amendment of Efimy Koval, assuming a tender basis for determining the organizations to be engaged in the construction and repair of Pridnestrovian roads. Deputies, citing many examples, insisted on the feasibility of such a mechanism.

The plenary participants discussed some of the amendments behind closed doors. After the break, work on the draft budget-2016 will continue.
