The Speaker of Parliament held a reception for citizens on personal issues

Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov held a reception for citizens on personal issues. Issues of pension provision were raised, and a resident of Rybnitsa asked for legal assistance.

Liliya Chumak came with a request to help sort out a legal issue. Her common-law husband is an individual entrepreneur who transports passengers. He was brought to administrative responsibility, and the court issued a fine in the amount of 4 thousand 600 rubles in September of this year, after an inspection by the tax service because the driver did not have a license to transport. Liliya Chumak believes that the fine was imposed unlawfully. Since they, together with their common-law spouse, could not find in the law “On Licensing of Certain Types of Activities” a list of documents required for this.

Speaker of Parliament Alexander Korshunov recalled that ignorance of the law does not excuse responsibility for violating it. He advised to appeal to a higher court since Liliya Chumak considers the imposition of a fine illegal. The Supreme Council cannot influence decisions made by the judicial branch of government,  added Alexander Korshunov. The parliamentarian may send a petition to the court with a request to pay attention to certain facts that the court of first instance may not have paid attention to when considering the case.

Another question was raised by Pyotr Voloshin, a pensioner from Bendery. He touched upon benefits for utility services for elderly citizens of Pridnestrovie, in the case when they live with their family or live separately. A specialist from the relevant Committee on Social Policy and Healthcare explained that the state provides benefits for utility bills to all pensioners without exception. Only for those living alone this benefit is 75%, and for those living with children or grandchildren - 50%.

Pyotr Efimovich complained that the doctor at the clinic referred the pensioner for expensive blood tests, but did not give him a free referral. The speaker explained that referrals for free tests, which are paid not by the citizen, but by the state from the budget, are not always available in sufficient quantities, indeed. The pensioner must inform the doctor that he cannot pay for the examination and will wait for a referral in such cases. The doctor will be obliged to issue such a “coupon”. And if the clinic ignores such a request, then the citizen must certainly contact both the hotline of the PMR Ministry of Health and the Supreme Council. The pensioner thanked speaker Alexander Korshunov and specialists from the relevant Committee on Social Policy for the clarifications.

The last visitor to the speaker’s reception is Russian military pensioner Anatoly Gavrilchenko. He moved to Pridnestrovie and worked in the educational system for more than 20 years after his military retirement in Russia. Anatoly Gavrilchenko clarified why in Pridnestrovie he cannot receive a labor pension, as is the case in Russia. The citizen was explained that the pension systems in Pridnestrovie and the Russian Federation differ. Pensioners living here are entitled to only one pension – Pridnestrovian or Russian. The main task of the PMR leadership is to gradually increase pension payments. There are not enough funds in the republic’s budget to undertake obligations to pay another pension to military pensioners.
