Speaker: 10-year experience of collecting tax for improvement in villages and towns showed positive results

What is a landscaping fee and where did the line with the new tax appear in utility bills. For what and why? These issues have been discussed in the last week on the Internet and on the streets of Pridnestrovian cities. Speaker of the Parliament Alexander Korshunov commented on the changes in tax legislation.

The target collection for improvement is enshrined in Article 16 of the Law of the Pridnestrovian Moldavian Republic “On the Fundamentals of the Tax System in the Pridnestrovian Moldavian Republic”. It has been paid by residents of villages and settlements since 2013. The Supreme Council adopted amendments to the law "On the Fundamentals of the Tax System" in September 2022, establishing that residents of the cities of Pridnestrovie are also payers of this fee from 2023. The maximum size is 10 minimum wages, for each district, city or village, the rate is set by local authorities.

Lonely pensioners, veterans, families with many children, the disabled are exempted from paying the targeted fee. 50% discount is for defenders of Pridnestrovie. A complete list of beneficiaries is also in the law, excerpts were published on the website of the Ministry of Finance.

The collected funds will be directly sent to the locality where they are collected. That is, specifically to this village, specifically to this city, the inhabitants of which paid this fee.

Alexander Korshunov emphasized that 10 years of experience in collecting a tax on improvement in villages and towns showed positive results. Local authorities have additional funds for street lighting, landscaping, social facilities – a list of what the money will be spent on is accepted by local deputies, if necessary and at the request of residents.

The Chairman of the Supreme Council noted that local authorities will inform citizens about the decisions taken.

It is necessary to pay the target fee for improvement in Dubossary and Grigoriopol before June 1, in other cities and regions – before September 15. Based on the results of the collection and depending on the amounts received, state administrations and councils of people's deputies will form their own improvement programs.
