Chairman of the Committee of the Supreme Council for Economic Policy, Budget and Finance Alexander Korshunov is a participant of meetings held by the highest executive authority. This form of teamwork has undeniable advantages. The fact is that the government, having the status of the subject of legislative initiative under the Constitution, is one of the most active participants in the continuous legislative process. Most of the issues, considered during the meetings of the highest executive authority are related to legislations, which are subsequently sent to the Supreme Council. The acquaintance with representatives of the deputy corps at the initial stage makes further joint work on their consideration in the Supreme Council more productive and effective.
A number of important for the republic legislations were considered during today's meeting of the government. But before its participants were presented reports on the execution of the republican and local budgets, as well as the budget of the Unified State Social Insurance Fund for 2017. There are both pluses and minuses. In particular, the revenue side of the 2017 budget amounted to 2.3 billion rubles, which is by 301 million rubles more compared to the previous year. True, as before, its lion's share (68%) went to finance socially protected articles, first of all, payments on wages to state employees (60%). This gave grounds to Prime Minister Alexander Martynov to characterize the budget of the last year. Budget expenditure in 2017 increased by only 2% compared to the previous year. Transfers to local budgets amounted to 244 million rubles. At the same time, during the meeting, the Prime Minister noted positive points of the past year. Alexander Martynov among such aspects described the reduction of the tax burden on certain sectors of the economy, which allowed to increase production volumes and save jobs.
The situation with the filling of the unified fund of social insurance, which is still scarce, is not the best way. 708 million rubles of 2 billion, 82% was spent to pension payments. As of January 1, 2018, there are 118,976 pensioners in the republic. The minimum pension last year was 616 rubles, the average - 1381 rubles.
After approval by the government, reports on the execution of budgets are sent to the Supreme Council for familiarization.
Another confirmation of the reputation of Pridnestrovie as a social state was the support during the government meeting of the proposal to increase the unemployment benefit from 82 MW to 100 MW, which is 840 rubles. There are 386 people.
The discussion with the participation of heads of state administrations developed around the proposal of the Ministry for Social Protection and Labor. It concerns the expansion of the list of recipients of one-time material assistance from the reserve fund of local budgets. Some of the chapters said that this would expand their ability to provide social support to citizens on the basis of available means, while others objected that there were no clear criteria for such, for example, the notion of "as a person in a difficult financial situation". As it turned out, the deficit of local reserve funds does not allow helping all those in need.
The people's representative took part in the discussion of the proposal of the head of the Ministry of Internal Affairs Ruslan Mova to increase the percentage of deductions from the amount of administrative fines collected for violations of the Rules of the Road for the improvement and development of the "Safe City" system, which fixes it. Last year, this amount exceeded one and a half million rubles. Now the proportion is 80% - to the budget, 20% - to the special account of the Ministry of Internal Affairs, the proposed parameters are 50 to 50.
Among the taken decisions at the government meeting there is Year of Equal Opportunities. Totally, it provides 56 events for the implementation in the current funding. There is also a section on "Lawmaking" in the document. This includes, in particular, the legislative enactment of a legal norm to prevent any discrimination on the basis of disability (the law-in-draft was adopted by the Supreme Council in the first reading on March 14). The plan also provides for the recognition by the framework rule of law on the territory of the PMR the UN Convention on the Rights of Persons with Disabilities dated December 13, 2006. Members of the commission recommended their colleagues in the deputy corps to adopt a corresponding resolution at today's meeting of the parliamentary commission on foreign policy and international relations.
