The Parliament received two Presidential legislations in legislative emergency. They deal with the functioning of the Security Council.
The President proposed to consolidate the powers of the formation and leadership of the Security Council, having registered the function in the Constitution. Deputies consider that the adoption of the standards of the Council of the advisory body will turn into a constitutional. New rank seriously expands presidential powers.
Security Council exists in the legal environment of the Republic two decades. Its activity is regulated by decrees of the President, which fully comply with constitutional requirements. Attempts to expand the powers of the President in this part have already been made, but were not supported by the deputies.
Parliamentary committee has recommended the adoption of the previous composition of the initiative at the first reading, taking into account the comments. Today, the bulk of the deputy was not speaking in favor of the law. Parliamentarians said that the existing mechanism fully meets the legal, including constitutional norms. It is inappropriate to change it for the sake of mere raising of deliberative body status. Deputies asked about reasons for introducing the law-in-draft in the "regime".
Making changes to the Basic Law requires the support of a constitutional majority of parliamentarians that is voices of at least 29 lawmakers. As a result of long-reasoned discussion 10 deputies voted for the law-in-draft "On Amendments to the Constitution", 33 - against. The law-in-draft "On security" presented in a package with it was supported by seven parliamentarians. 32 lawmakers voted "against". Both initiatives were rejected.
