Members of the Presidium of the Supreme Council during the meeting discussed the list of legislations submitted for consideration by the deputies. Some of them will be discussed tomorrow in plenary. The next one is scheduled for December 18.
There are more than 20 issues on the agenda of tomorrow's meeting of the Supreme Council. One of the main ones is the second reading of the law-in-draft "On the Republican Budget 2020". The document was adopted in the first reading on December 4. Like its predecessors, the 2020 budget is socially oriented. It is planned to increase the limits on remuneration of health workers, trolleybus departments, employees of correctional institutions. The subject of the second reading will be the consideration of a number of amendments submitted by lawmakers and other subjects of the law of legislative initiative received by the Committee on Economic Policy.
Social orientation is at the basis of other legislations prepared by relevant parliamentary committees for consideration in plenary meetings. One of them is supplementing the law “On the Unified Social Tax and the Compulsory Insurance Contribution”. The law-in-draft developed by the Government is aimed at stimulating employers to create new jobs by setting a reduced single social tax rate from 25 to 12 percent for legal entities that have employed workers sent by the territorial bodies of the EGSS. It is also about the employment of minor citizens aged 14 to 18 years in their spare time from study.
The law-in-draft introducing amendments and additions to the law “On State Support to Large Families” is also presented as a legislative initiative by the Government. It is envisaged to expand a number of benefits provided to large families by analogy with the legislation of the constituent entities of the Russian Federation. In particular, the annual provision of educational supplies for each student from large families is proposed; 75% discount on the established payment for the use of thermal energy for heating and hot water supply, cold water supply, sewage, gas and electric energy, for the use of the elevator for large families with 10 or more children.
It is also proposed at the legislative level to secure an exemption from fees for maintenance and repair of elevators for disabled people of group I of a general disease, labor injury, occupational disease, a disease received during the military service, disabled people from childhood of group I and children under 3 years of age. In case of adoption of the law-in-draft by the Supreme Council, benefits can be provided on the basis of citizens' applications. The Committee on Social Policy, Health, Labor, Family and Childhood, having discussed the initiative, suggests expanding the category of citizens who will be provided with this benefit. In particular, deputies propose exempting children with disabilities under the age of 18 from fees for maintenance and repair of elevators. At present, there are 113 such children who live in apartment buildings equipped with elevators.
Members of the Committee for the Development of Entrepreneurship and Industry have completed work on the law-in-draft "On Procurement in Pridnestrovie". Earlier the law was adopted by the Supreme Council in 2018, but its effect was suspended due to the complexity of implementation. It took parliament and the Government more than a year to agree on contentious issues.
They plan to discuss the document in final reading at tomorrow's plenary meeting.
