By tradition, members of the Presidium of the Supreme Council, on Tuesday were determined with the working agendas of subsequent plenary sessions. It is scheduled for tomorrow, December 5th and December 12th. The busy schedule of the people's representatives, and in November the plenary sessions were held weekly, is explained by the need to discuss and promptly adopt the law “On the republican budget-2019”. This is due to the fact that after the adoption of the republican budget and the final approval of its basic parameters, local councils of people's deputies will have to convene sessions by the end of December to adopt the budgets of cities and regions of the republic. Tomorrow the deputies of the Supreme Council will have a second reading of the main financial document of the country.
Along with this, there are quite a few other important and necessary legislations in the legislative portfolio of deputies. Parliamentarians of the relevant parliamentary committee with the participation of colleagues are for the support of large families. It fits well into the state's policy of preserving family values and the institution of the family as the basis of society. In this regard, the head of the Committee on Social Policy, Health, Labor, Family and Childhood Issues, Sergey Cheban, suggests clarifying the concept of a “large family” in relation to stepchildren. Such families must go through an adoption process in order to be eligible for public service benefits. Their size varies from 20 to 50% depending on the number of children. This process takes place in court. In order to use the privileges granted by law, the child has to give up his surname and patronymic, and his biological parent from the right to participate in the upbringing of a child. The Prosecutor and the Supreme Council are receiving complaints from citizens asking them to minimize bureaucratic obstacles in the form of a large number of collected certificates.
The profile committee recommends the deputies to adopt amendments to the law “On state support for large families” in two readings at once.
On June 1, 2018, the law “On state support of investment activity”, adopted by the Supreme Soviet, entered into force. Its use has led to the implementation of a number of investment projects, proposals from 24 more from 12 countries are being considered in the relevant departments. The potential investment amount could be 35 million euros. The government has launched a legislative initiative to supplement the list of priority sectors of the economy of the republic with the chemical industry (except for the production of fiberglass and products from them). As it was noted in the explanatory note to the law-in-draft, “the need to make this change is due to the interest of the state, as well as investors in the development of the chemical industry of Pridnestrovie”. This proposal can also be considered as a measure to support the domestic manufacturer.
Deputies Ilya Vasilyev and Yuri Kravchuk acted as authors of the addendum to the law “On state pension provision for persons who served in military service, service in internal affairs agencies, the penitentiary system, judicial enforcement service, tax and customs authorities, and their families” The law-in-draft was developed by elected representatives to exclude legal conflicts regarding the procedure for calculating the length of service for the purpose of granting a pension. The authors offered to count the time of work of deputies in the local Soviets, if they were dismissed from service in connection with the election and returned to the service after the end of office.
The legislative initiative was recommended to the deputies for adoption in the first reading.
