Reduction of target programs and funds for financing the state's social obligations

The Supreme Council of the Pridnestrovian Moldavian Republic supported amendments and additions to the law "On the republican budget for 2025" in the course of online meeting in the first reading. The law-in-draft, which was presented by Minister of Finance Alena Ruskevich, was developed by the Government of the Pridnestrovian Moldavian Republic. First of all, the balances of funds formed in the accounts of budgets of all levels as of January 1, 2025 are approved. According to the document, it is proposed to optimize and reduce the expenditures of the 2025 budget, including target funds. Part of the target income is directed to salaries of public sector employees, pensions and benefits. That is, to fulfill the state's social obligations to citizens during the state of emergency in the economy. 

All state authorities and administration bodies of the republic are working to find additional sources of replenishment of the budget and to optimize expenses in the conditions of the energy crisis and the beginning of the economic crisis, in which Pridnestrovie has been living since January 2025. A number of state programs and target funds have not been financed and suspended since the beginning of the year, money from the budget is allocated only to those areas where it is necessary to complete the work started last year. 

For example, the law-in-draft provides for a reduction in funding planned for 2025 for the implementation of, among other things, the Capital Investment Fund, the Road Fund, the Entrepreneurship Development Fund, etc. The text of the legislative initiative clarifies the parameters of the law on the republican budget, taking into account the balances of funds that were formed in the accounts of budgets of all levels as of January 1, 2025. Most of the balances – 185 million rubles will also be used to pay wages, benefits and pensions during the state of emergency in the economy. Deputies of the Supreme Council of the Pridnestrovian Moldavian Republic agreed with the concept of the legislation and adopted it in the first reading. By the second reading, the relevant Committee on Economic Policy, Budget and Finance will finalize the law-in-draft taking into account the opinions of the subjects of the right of legislative initiative.
