As noted in the report, the staff of the department has not changed over the past years and amounts to 106, 87 of which are bailiffs. The actual number of bailiffs last year was only 70. Staffing - 88.7%. At the same time, the number of enforcement proceedings is growing. The average load on one bailiff in Tiraspol last year amounted to 3267 documents.

Over 29 million rubles were collected in the republican budget, 4 million local budgets, more than 64 million were collected in favor of organizations and citizens.

The work on improving the legislation regarding the activities of the State Service was conducted in 2019. The Supreme Council considered 6 legislations aimed at increasing the effectiveness of the work of bailiffs. The Head of the State Service Valentin Grabko noted the positive experience of working with parliament, in particular, with the Committee on Legislation.

The Supreme Council adopted law-in-draft providing for additional material compensation for a bailiff in the form of 3% of the amount recovered or the value of the property in the first reading. The authors are deputies of the Supreme Council Galina Antyufeyeva, Oleg Petrik, Vitaliy Kalin and Grigory Dyachenko. The document is being prepared for consideration in plenary in the second reading. Taking into consideration the shortage and turnover of employees of the State Service, both in the relevant department and in the parliament, they believe that the adoption of these standards can be a stimulating factor for retaining staff and increasing the number of timely executed executive documents.

Work will be continued to update legislation in 2020. The plans are to improve the electronic information system that allows bailiffs to quickly receive information about debtors and their property and helps to reduce the time period for execution of executive actions.

Parliamentarian Grigory Dyachenko focused on the need to find the reasons for the appearance of enforcement proceedings for non-payment of wages.

The deputy called on employees of the department to work together to improve the legislation.
