The Village Future

The structure of the city of Bendery includes three villages: Giska, Protyagailovka and Varnitsa. We will not talk about Varnita, because of the political component of this issue. What will happen to our villages? How will they develop in the future? What will happen to the rural infrastructure: with roads, with lights, with garbage collection, with landscaping? When these questions finally be resolved and long-term expectations of the people are met?

The Problems.

It just so happened that for many years the solution of rural problems was postponed "for later". This is understandable. The bulk of the population lives in the city, the majority of motorists, including villagers travel on urban roads, the city is home to 90 percent of the population. Most of them live in apartment buildings, which quite often are flowing roofs, basements and other utilities are "charm". The city is the city. There are enough problems. In conditions where "shut up holes" (yes, that's right, and not solved the problem in most cases, systemic) communal problems in the city, our villages for years were deprived of attention. Why? Why all the decisions relating to rural issues, accepted the leadership of the city, while in rural areas there is also a popularly elected head, and the local village council, which consists of selected, again, the deputies - the villagers, who are faced with challenges, but every day They have no opportunity to influence their decision?Activities of rural administrations in many ways is reduced to the issuance of certificates. Authority is not actually left. For any more or less significant issue of the head of the village administration is forced to ask either the City Council or the public administration, and even directly in our public utilities, where a time with them, to put it mildly, do not want to even talk.

Why did it happen?

Because, if for order in your own apartment building manager will be responsible - then, say by Bulgakov. There is no order in your home as long as the local village authorities in the face of the village council and the head of the village administration do not have powers to address rural problems, nothing in the village will not change.

The Decision.

The first step has already been taken. Me legislative initiative on amendments has been developed to the Land Code of Pridnestrovian Moldavian Republic with a view to give the village council to make decisions about the allocation of land plots. Unbelievable but true!!! It turns out that right from the village administrations no longer exist due to the Decree of the President Shevchuk №37 dated 24 January 2012. A month after the occupation of his office Evgeny Vasilievich cut rights from rural councils by his decree. Moreover, when considering at the meeting of the Supreme Council of proposals for the return of powers in the sphere of land relations representative of the government was strongly opposed, however, as the representative of the president.

I am deeply convinced that the resident of the village should not be for nothing visit offices of city officials. The villagers have come to the village council, and there to solve most of their problems. That's what the power in rural areas, to solve the problems of citizens, not to speak that kind intermediary-manager between its inhabitants and the city administration.

But this is just the beginning. The right to dispose of the land will not solve the problem of lighting roads. One of the meetings, the Chairman of the Supreme Council of PMR Vadim Krasnoselsky was tasked our committee - the Committee on the state of regional policy, the deputy chairman of which I am, to develop a block of legislations that provide financial independence of the village. Such initiatives have been developed and now under consideration.What is meant. First of all the fact that the villages should receive its own budget. Today our state has the republican budget, from which the authorities are financed, the entire power unit (Ministry of Internal Affairs, Ministry of State Security, Ministry of Defence), our doctors and other state employees. There are local governments, such as the budget of the city of Bendery, which finance teachers, employees of the local public sector, as well as various utility programs. That is why all the decisions are taken in the city.

There is no village budget. No money - there is nothing how to solve rural problems. 

When the villages have its own budget and its own funds, the local government in the face of local rural deputies will independently solve many of the problems of the village - the problem of preservation and development of infrastructure, problems of lighting and landscaping, pay attention to the financial security of rural health care, repair stops and garbage collection, but you never know what can be more useful to do. 

I am sure that set by Vadim Krasnoselsky problem will be solved, the urgent change in the law will be adopted. This will breathe new life into the village.
