The Accounts Chamber Collegium: control checks were carried out in 390 institutions and organizations

Financial violations and shortcomings were identified for a total of 69 million 594 thousand 43 rubles in 2022, following the results of control measures carried out by the Accounts Chamber. In general, decisions were made aimed at saving budgetary funds (reimbursement) and eliminating financial violations for a total of 78 million 336 thousand 908 rubles in 2022 in accordance with the Resolutions of the Board of the Accounts Chamber (including taking into account the previously adopted Resolutions of the Board of the Accounts Chamber). These figures were announced today in the report of the Accounts Chamber on the results of last year. Speaker of the Parliament Alexander Korshunov, Vice Speaker, Head of the Committee on Legislation Galina Antyufeeva and Chairman of the Committee on Economic Policy Viktor Guzun took part in the work of the online collegium.

Employees of the Accounts Chamber carried out control, expert-analytical, information and other activities, ensured control over the execution of the consolidated budget and the budgets of state non-budgetary funds. This in turn required the implementation of a holistic and interconnected set of measures, which also included control over the functioning of the central bank, the safety and use of objects of state and municipal property, funds in the housing and communal sector received as payment for residential premises and utilities, as well as certain issues in the sphere of state regulation of pricing and tariff policy. These activities implementation was carried out using various forms of financial control, including preliminary, current and subsequent control. Such control methods as surveys, inventory of inventory and cash within certain areas were used, according to the report of the leadership of the Accounts Chamber.

The Head of the Parliamentary Committee on Economic Policy, Budget and Finance Viktor Guzun thanked the team for fruitful joint work. The Accounts Chamber is the control body of the Supreme Council and its staff carries out a large number of instructions of the Parliament, which are often urgent and control measures must be carried out as soon as possible. The Accounts Chamber takes part in the work on the draft Budget Code, which was adopted in the first reading in 2022.

Vice Speaker Galina Antyufeeva spoke on behalf of the Chairman of the Supreme Council and all deputies. The Head of the Committee on Legislation noted that the Accounts Chamber is "the all-seeing eye of representative power." All audit materials, conclusions and presentations are reliable and objective sources of information for making decisions and taking action on important issues.

39 events were held in 390 institutions and organizations as part of a unified control system in total in 2022. Based on the results of the events, 243 acts and 20 conclusions, 27 information, 1 report were drawn up and signed. An examination of 285 draft laws and other regulatory legal acts on issues of budgetary and financial policy and improvement of the budgetary process and interbudgetary relations was carried out.

Representatives of the Government and deputies expressed the opinion that the powers of the Accounts Chamber could be expanded. The control body was given the opportunity to issue administrative fines for non-compliance with regulations last year.

It was noted at the end of the Collegium that the Accounts Chamber together with the Parliament will have to work to improve legislation, including budgetary and financial legislation, and interbudgetary relations. The activity report for 2022 was reviewed and approved by the Board of the Accounts Chamber of the PMR and will be sent to the Supreme Council of the Pridnestrovian Moldavian Republic.
