New norms in the legislation on education, which reduce administrative barriers and reduce bureaucratic burdens, will come into force on September 1, 2025. The package of legislations developed by deputies of the relevant parliamentary committee Igor Buga, Andrei Safonov and Pavel Shinkaryuk was adopted today at the plenary session in the second final reading.

Educational organizations of all levels receive the right to independently develop and approve educational programs from the beginning of the school year within the framework of state standards and the state basic general education program.

The legislative initiative was introduced to reduce administrative barriers in organizing training and eliminate uncertainty between the provisions of the Law of the PMR "On Education" that regulate the powers of educational organizations to develop and approve programs. The law provides a precise definition of such concepts as "educational program", "state basic general educational program" and "model educational program".

Amendments and additions to the Law "On Education" and a number of other related laws that regulate the state accreditation of educational activities will come into force from September 1 of this year. The package of legislations of the same group of deputies of the relevant Committee was adopted at the plenary session in the second final reading. Educational organizations pass two procedures to check compliance with state standards today: certification and accreditation. Parliamentarians proposed combining certification and accreditation into one procedure – state accreditation of educational activities. This will reduce the bureaucratic burden on educational institutions, the authors of the initiative consider.

State accreditation will be carried out in relation to basic educational programs. Accreditation is excluded for preschool education programs, training of scientific and scientific-pedagogical personnel in postgraduate (adjunct) studies, doctoral studies, educational programs implemented in accordance with the state educational standard of education for students with intellectual disabilities due to their specificity.

The package of legislations amending the legislation on education was adopted by deputies in the final reading unanimously.
