Pensions and social benefits have increased by 10% since February 1
Pension payments for Pridnestrovian old-age pensioners have increased by 10% since February 1. An additional 184 million rubles were allocated from the reserves that were formed by the end of 2023 to the Unified State Social Insurance Fund for this purpose. As a result, the minimum old-age pension was 800 rubles 40 kopecks, and the minimum pension for allowances and increases was 464 rubles 30 kopecks from February 1. This is higher than the previously established minimum payment amounts by 72 rubles 75 kopecks and 42 rubles 20 kopecks, respectively.
The law provides for an increase in the additional amount to the pension for recipients whose total work experience exceeds the required one, for 1 year - 8 rubles (previously - 7 rubles 28 kopecks). Additional amounts to the pension can be from 8 to 160 rubles, depending on the presence of total work experience.
The amounts of social payments, compensations and maternity and child benefits also increased from February 1. The amounts of payments increased by approximately 10% due to an increase in the size of the calculated minimum wage – from 9 rubles 70 kopecks to 10 rubles 70 kopecks. Thus the amount of the one-time benefit for the birth or adoption of the first child has been increased, for example, to 6270 rubles 20 kopecks, for the birth of the second child and subsequent children to 6996 rubles 20 kopecks.
The amount of the monthly benefit for child care until the child reaches the age of 2 years from February 1 was 1294 rubles 70 kopecks.
Increase in salaries of teachers and doctors
The salaries of teachers in the education and social protection system have increased by a quarter since February. This happened due to an increase in the calculated level of the minimum wage. Both salaries and allowances were recalculated.
As for the healthcare system, its employees received increased salaries for April.
All medical and preventive institutions of the republic, with the exception of dental clinics and sanitary and epidemiological stations, have switched to a pilot salary project since April 1. Following the example of the Republican Clinical Hospital, which has been operating this way since July last year. Salaries have increased for almost 8 thousand full-time employees.
State support for enterprises in the real sector of the economy
If an enterprise decides to raise its employees' salaries, this increase will not be subject to a single social tax. The Supreme Council adopted amendments to the law "On the single social tax and mandatory insurance contribution". This measure of state support will be in effect until the end of 2024.
State support measures do not apply to enterprises of natural monopolies and to those financed from the republican budget, directly or indirectly.
This year, economic agents of the republic faced additional difficulties due to the unilateral introduction of customs duties by Moldova, which could lead to the loss of a partial stop of enterprises and the outflow of qualified personnel. Support measures aimed at increasing salaries at enterprises in the real sector of the economy made it possible to retain specialists.
Changes to the 2024 budget
Increase the volume of funding for compensation of water utility costs and expand the program for the Capital Investment Fund. The deputies of the Supreme Council of the Pridnestrovian Moldavian Republic adopted changes to the budget law for this year in early June. The infrastructure of the Pridnestrovian enterprises of natural monopolies is almost 100% worn out, noted the Chairman of the Supreme Council Alexander Korshunov.
More than 28.5 million rubles will additionally go from the republican budget to pay the inter-tariff difference between the economically justified tariff of the State Unitary Enterprise "Water Supply and Sanitation" and the tariff paid by the population. The water utility will be able to spend this money on capital works and urgent repairs on its networks. The enterprise has managed on its own until now.
Income and expenses for the Capital Investment Fund were increased. 30.5 million rubles are planned, among other things, for the construction and major repairs of the Ministry of Health facilities, the continuation of work on the creation of the state historical and local history museum as part of the capital's Catherine Park and other facilities.
Benefits for utilities
The right to reduced prices for gas and electricity, heat, water supply, and sanitation. The deputies considered it necessary to amend the law on the budget for this year and clearly define the beneficiaries. All pensioners living in Pridnestrovie who had supporting documents enjoyed state support and benefits for a number of utilities. Regardless of whether they are citizens of the PMR or not. The corresponding amendments were made to the law on the republican budget for this year at the initiative of Alexander Korshunov and Galina Antyufeeva.
Responsibility for violating the law on procurement
Members of procurement commissions will now bear personal administrative responsibility for violating the provisions of the law "On procurement". The maximum fine will be 1380 rubles. The Parliament adopted amendments to the Code of Administrative Offenses. It was decided after discussions within the relevant Committee that for now only administrative liability will be introduced into the legislative field of Pridnestrovie.
According to the law, a warning is possible, and then - administrative liability and fines after the first violation of the Law "On Procurement". All of them are spelled out in the Code of Administrative Offenses.
Deadlines for approving local budgets
The deadlines for approving local budgets for the next financial year have been changed. District and city Councils of People's Deputies were required until now to approve their own budget no later than three weeks after the adoption of the republican budget. However, they can begin work only after the signing of the main financial document by the President and the official publication of the law. In addition, the adoption of such an important document takes place at the end of the calendar year. Local authorities did not always have time to do all the necessary work in the allotted three weeks, part of which falls on the New Year holidays. Local authorities will be able to approve the city or district budget for the next financial year within 30 working days from the date of entry into force of the law on the republican budget for the relevant financial year.
Support for young specialists
The category of "young specialist" has been expanded. A teacher who works in an educational institution but does not have a pedagogical education will also have the right to a standard tax deduction at present. Provided that he is no more than 35 years old, this is his first place of work in his specialty, where he got a job no later than a year after receiving a diploma, and until now this tax deduction in the amount of 70 minimum wages has not been provided to a specialist. The parliament adopted amendments to the law "On personal income tax" at the last meeting of the spring session.
Amendments to the law "On personal income tax" come into force on January 1, 2025.
The Supreme Council adopted a number of laws aimed at providing state support to enterprises during the spring session. For example, amendments were made to the law "On the tax on corporate income", which are aimed at creating favorable conditions for the development of business entities in the field of processing ferrous metallurgy products. They were granted the right to apply a tax rate of 1.5% on corporate income in relation to income in the field of production of sheets from rolled steel. Amendments and additions were made to the law "On measures of state support for economic entities of the PMR in connection with the negative consequences of external factors" – they extend the terms of repayment of the loan principal for a number of enterprises. The laws "On customs duties" and "On customs tariffs" underwent some changes.
