Improvement of legislation in the sphere of land relations, agriculture and road safety are the main activities of the parliamentary committee on agro-industrial complex, transport, construction, natural resources and ecology in the first half of the year. Deputies of the profile committee considered more than sixty legislative initiatives, 13 of them were made by parliamentarians.
The law-in-draft was adopted to amend the law "On payment for land" in the final reading. The initiative of the deputies of the profile committee envisages the postponement of land tax payment for the fourth quarter. According to the authors, this will allow agricultural producers not to divert the funds involved in production during the year and use it for the development of farms.
The parliamentarians proposed a similar norm in respect of the terms of payment for a fixed agricultural tax. In this case, the main tax burden will also be at the end of the fiscal year, after the farmers receive income from the sale of the crop. This law-in-draft passed the procedure of the first reading.
Developed by Slobodzeya town and district council the law-in-draft support the agricultural producers. Local deputies proposed to expand the category of possible recipients of budget loans, issued today to peasant farms at 1% for a period of one year. Funds for granting preferential loans were fixed in the republican budget in order to support small businesses in the countryside, in order to preserve working capital of individual entrepreneurs during the year. As the parliamentarians noted, over the past year, many farms have been re-registered in LLC and also need state assistance. In addition to small agricultural enterprises, legal entities that do not exceed 200 hectares of land are eligible to apply for an affordable loan.
Another area of work of the profile committee is the road industry. Deputies have repeatedly participated in workshops and hearings on improving the efficiency of spending the funds of the Republican Road Fund, the quality of road repairs and improving the rules of the road. Law-in-draft that defines the procedure for applying the bonus malus system in calculating the value of the MTPL policy was adopted during the spring session. Thanks to the introduction of this mechanism, drivers who have not committed road accidents during the past year will be able to issue "autocitizen" cheaper.
The deputy corps in the frames of the last session supported the law-in-draft of the parliamentary colleague Vitaly Kalin, who proposed to create legal conditions for admission of persons who have reached the age of 17, to pass examinations for the right to drive vehicles of categories "B", "C1" and "C".
The Supreme Council also adopted changes to the law "On Road Fund", which provide for the exemption of public organizations of persons with disabilities from paying taxes from vehicle owners.
