The Supreme Council of the Pridnestrovian Moldavian Republic considered about 50 legislations in the course of the plenary meeting on the 25th of October. Let's talk briefly about some of the decisions made by the deputy corps.
Parliamentarians adopted amendments to the law “On Highways” in the second final reading. The amendments are being made at the initiative of the Government to the law that combine such terms as: “road right of way” and “protection zone of a highway”, and also define the parameters of objects that will be part of a particular highway and the adjacent territory within the boundaries established at the level of the legislative act. New concepts have also been introduced. For example, the law will include the terms “artificial separator” and “roadside lawn”, and will define the parameters and criteria for the protection zone of public roads depending on their qualifications.
Deputies considered amendments to the Code of Administrative Offenses presented by the President of the Pridnestrovian Moldavian Republic in the second reading. The initiative excludes the mandatory presence of witnesses in procedural actions in some cases and gives authorized officials the right to independently choose the method of certifying the progress and results of a procedural action (with the exception of a personal search), namely: the participation of witnesses or the use of video recording. This is due to the fact that internal affairs officers encounter difficulties in finding witnesses often in practice. The Committee on Legislation, Rights and Freedoms of Citizens, when considering the law-in-draft in the second reading, introduced an amendment that takes into account the practice of the Russian Federation and preserves the functioning of the institution of witnesses. The Supreme Council adopted the law-in-draft in the second final reading at a plenary meeting today, taking into account the amendments. Thus, recording the performance of procedural actions in the absence of witnesses using video recording is allowed only outside populated areas at night (from 23:00 to 07:00). It must meet a number of requirements now prescribed in the Code of Administrative Offences in cases where video recording is used. For example, it must be continuous from the beginning to the end of the procedural actions, contain an announcement of the date and time, the place of the procedural actions and the person in respect of whom they are being conducted, etc.
The parliamentary corps supported in the first reading the Government's initiative, which would exempt enterprises with foreign investment from paying customs duties for the import of technological equipment. Changes are being made to the law “On Customs Tariffs”. Its norms provide for such enterprises benefits in the form of exemption from customs duties when importing raw materials, materials, semi-finished products, components, spare parts into Pridnestrovie, the costs of purchasing which are included in the cost of products, works (services).
The head of the relevant committee emphasized: it is important to preserve the institution of investment and the trend of development of production technologies in the republic despite the fact that there are possible shortfalls in the budget. After all, their quality and competitiveness in both domestic and foreign markets depends on how modern the equipment for the production of goods is. The law-in-draft “On Customs Tariffs” was adopted in the first reading, and it is planned to be adopted in the final reading in the near future.
