Different opinions, unified approach

On the eve of each plenary session, issues of its agenda are discussed by members of "The Obnovlenie", the only faction in the parliament. Only those that cause or can cause controversy. It is at these meetings that various opinions and judgments are expressed, sometimes opposing, but, as they say, truth is born in disputes.

Members of the parliamentary faction supported the opinion of colleagues from the Supreme Council's Committee on Legislation, which proposed liberalization of criminal responsibility for crimes in the economic sphere. It will consist in reducing the list of offenses for which detention should be detained, and replacing it with payment of damages and fines. Developers of legislative changes also suppose that these measures will reduce the risks of corruption manifestations when conducting inquiries and preliminary investigations in criminal cases of an economic nature. As the statistics testify, the most part of the raised criminal cases does not reach judicial instances. The state spends considerable money on all these procedural actions, but does not receive the required result at the output.

The principles of humanization are also laid down in the amendments to the Penal Enforcement Code. This, for example, is about the possibility of a citizen who is in prison, to visit under a guard the funerals of the next of kin. In addition, the draft law considered by members of "The Obnovlenie" proposes to allow convicted women who have children in the children's homes of correctional colonies to travel outside their borders to arrange children from relatives or in an orphanage for up to 15 days. It is also proposed to grant the right to convicted women and men who have a child outside the penal colony up to the age of 14 years and who is the only parent, to two trips a year for a date with him for up to 10 days each. These norms will not apply to recidivists; those who committed grave or especially serious crimes; convicted persons, who have been replaced by deprivation of liberty in the form of a pardon; sentenced to life imprisonment; convicts, patients with an open form of tuberculosis, as well as those who did not undergo the full course of treatment for venereal disease, alcoholism, substance abuse, drug addiction; HIV-infected convicts, as well as in cases of anti-epidemic measures. In addition, persons who are convicted of committing crimes connected with the illegal traffic in narcotic and psychotropic substances, as well as for a number of crimes against the state authority, against life and health, convicted of a crime against the sexual inviolability and sexual freedom of the person, for a crime against minors.

The most debatable issues were the agenda of the meeting of "The Obnovlenie" faction concerning the possibility of raising salaries for certain categories of employees in the budgetary sphere, as well as providing benefits. In this regard, various opinions were expressed. In particular, the fact that at the moment it is not possible to raise wages for all employees of the budgetary sector. In this regard, a significant part of the faction members insisted that in such a complex social situation, the issue of wage increase should not be differentiated, selective, since this does not agree with the principle of social justice proclaimed by the state. The main message was contained in the words "Or to everyone, or to no one".

Members of "The Obnovlenie" objected to the adoption of the law-in-draft, according to which the Ministry of Defense may be endowed with the functions of conducting operational search activities. Currently, these powers are possessed by the Ministry of Internal Affairs, the Ministry of State Security, the State Customs Committee and GUIN in the sphere of their competence.

The opinion expressed by the faction member influenced the decision of the parliamentary association.
