Expansion of electronic document management

A number of legislations are under consideration in the Supreme Council that relate to the expansion of electronic document flow in various spheres. Several of them were included to the agenda of today's plenary session.

Parliamentarians adopted law-in-draft proposing amendments to the law "On individual (personified) accounting in the state pension system" in the first reading. The new rule will oblige policyholders (legal entities) to submit information about insured employees in electronic form to the Unified State Social Insurance Fund. The document must be certified with a simple or unqualified electronic signature in this case.

The director of the Unified State Fund of Insurance noted that the law will retain a norm that will allow legal entities, in the absence or failure of technical means for transmitting electronic documents, to submit them in paper form. The specialized committee will finalize the law-in-draft by the second reading.

In electronic form, it will now be possible to submit applications to the state control and supervision authorities for conducting unscheduled inspections. Such an opportunity to protect their interests will appear for legal entities and individuals after the entry into force of the law, which today in the second, final reading was adopted by the Supreme Council. Applications submitted in electronic form must be signed with an enhanced qualified electronic signature for this. An enhanced qualified electronic signature is also featured in the draft law, the adoption of which will make it possible to issue executive documents in electronic form. The court decides how to issue a writ of execution for debt collection - in electronic or paper form. The judicial authority can use a remote method of transferring documents, if it is technically possible. The initiative belongs to the PMR President. The law-in-draft on amendments to the Criminal Procedure Code, the Civil Procedure Code, the Arbitration Procedure Code, the Code of Administrative Offenses and the Law "On Enforcement Proceedings" was adopted in the first reading today.

Electronic document management reduces the time for receiving and delivering information, and reduces transport costs. The possibilities of electronic document flow will lead to increase in the number of electronic signature holders, users of the portal of public services and, accordingly, an expansion of the list of public services provided in electronic form.
