Work in the autumn session of the Committee on Education, Public Associations, and the Media

A unified information system for students and pupils, protecting children from harmful information, and new rules for registering museum valuables. Deputies of the Committee on Education, Public Associations, and the Media worked on these and other Legislations. The preliminary results of the Committee's work in the autumn session are in the content of the parliamentary press service.

 

A unified information system for students and pupils

A unified system for students and pupils will be introduced in the republic this year. The Supreme Council made the relevant amendments and additions to the law "On Education" in October last year.

The system will include the personal data of the student and his/her parents: Last name/First name/Patronymic name, date of birth and data on registration at the place of residence or place of stay. This information will be assigned an identification number in accordance with the law "On the Unified Population Register".

Access to the system will be limited and available only to a certain circle of officials. The functions of forming and maintaining the Unified Information System of Students and Pupils have been assigned to the Government of the Pridnestrovian Moldavian Republic.

 

Development Program for the Main University of the Republic

A new state program "Development of the State Educational Institution "Pridnestrovian State University named after Taras Shevchenko" for 2025-2029" has been approved.

The program is aimed at ensuring that Pridnestrovian State University meets the criteria of a modern multidisciplinary university that improves the level of quality education through modernization of the education system, implementation of innovative processes and technologies, training of qualified competitive personnel, professional retraining and advanced training, as well as modernization of the material and technical base and socio-cultural infrastructure.

 

Protection of children from harmful information

The implementation of legislation in the field of protecting children from harmful information is controlled now by 4 agencies at once. The powers were distributed between the Ministry of Digital Development, the Ministry of Education, the Ministry of Justice and the State Service for Culture and Historical Heritage. The corresponding changes were made to the Law "On the Protection of Children from Information Harmful to their Health and Development" and to the Code of Administrative Offenses of the Pridnestrovian Moldavian Republic. The new rules came into force in December 2024.

 

New opportunities of the State Services Portal

You can order and receive by means of the State Services Portal of the PMR the services that do not fall into the category of state services. Information about them will be entered in the unified register of state services. The procedure for providing such services as well as the list of organizations that can provide them will be established by the Government. New provisions in the law "On the organization of the provision of state services" will come into force in February.

 

In memory of the fallen defenders of the Fatherland

The memory of the fallen defenders of the Fatherland will be immortalized in digital format. The Ministry of Defense together with other ministries and departments is developing an electronic "Book of Memory of those who died defending the Fatherland".

"The Book of Memory" is a single database that will contain information about the heroes – natives of our region and other republics and countries who died defending the Pridnestrovian land during the Great Patriotic War and in the early 1990s, as well as their burial places. Such a database will be available to every citizen, providing broad access to the memory of the defenders of the Fatherland.

The proposed amendments to the law "On perpetuating the memory of those killed in defense of the Fatherland" were introduced by deputies at the end of 2024. The creation of the "Book of Memory" project is timed to coincide with important anniversaries – the 80th anniversary of the Victory in the Great Patriotic War and the 35th anniversary of the founding of the Pridnestrovian Moldavian Republic.

 

New rules for accounting of museum valuables

New rules for accounting of museum valuables came into force in the republic from January 1, 2025. Museums will first enter information about them into their inventory book after an examination that confirms the cultural value of incoming exhibits. Then the items will be included in the State Catalog of the Museum Fund, which will centralize accounting and increase the transparency of the storage of exhibits. New provisions in the law "On the Museum Fund and Museums in the Pridnestrovian Moldavian Republic" optimized the accounting procedure, including identification and registration in the Main Inventory Book (book of receipts). There are now two types of state accounting in museums, according to the new rules: primary and centralized. Primary accounting involves the examination and registration of museum items and collections for subsequent inclusion in the Museum Fund, while centralized accounting ensures the systematization of information in the State Catalogue of the Museum Fund.

 

Mechanism for the transition of students from paid education to the budget

The right of students to switch from paid education to the budget was enshrined in the law "On Education". The deputy corps supported the initiative of parliamentarians Igor Buga, Andrei Safonov and Pavel Shinkaruk in the second final reading in the course of the plenary session on the 20th of February.

The specialized law clarified that the cases and detailed procedure for the transition of students from paid education to budgetary education will be established in a by-law. It will be developed by the Ministry of Education and approved by the Government.

The authors of the initiative paid attention to the issue of mandatory work on the acquired specialty for budget-funded graduates. This obligation will also remain for students who transferred to the budget during their studies, but the work period will be shorter. The Ministry of Education will determine which one.

The amendments to the Law "On Education" have been sent to the President of the Pridnestrovian Moldavian Republic for signature. The new rules will come into force 60 days after the signing by the President and official publication. It is expected that the new rules for the transition of students from paid to free education will come into effect at the beginning of the new academic year.
