7 committees and 3 commissions continued their work in the V convocation of the PMR Supreme Council. The main direction in the new convocation was retained by the Committee on Economic Policy, Budget and Finance. The committee was headed by Mikhail Burla. Andrey Kotsyubenko and Oleg Vasilatiy were elected as his deputies. Totally, there were 7 deputies. The main goal of the committee is the implementation of state socio-economic policy on the territory of Pridnestrovie. The Committee on Economic Policy, Budget and Finance consisted of four departments: on budgetary policy, on tax policy, on privatization, pricing and foreign economic activity, as well as on banking issues. The specialists of these departments monitored implementation of social and economic state programs, considered draft laws related to the economic and banking sector, monitored the implementation of monetary policy and foreign exchange regulation. They also took part in the work of commissions for privatization of state property objects and checking the fulfillment of its conditions.
A new subdivision appeared - the Committee for the Development of Small and Medium Business and Industry in the V convocation of the PMR Supreme Council. It includes 6 people's representatives. Victor Guzun became the Head of the committee, and Pyotr Pasat and Vadim Lipsky became his deputies. The new committee was called upon to intensify the activity of small and medium-sized businesses and industry of the republic. This is necessary to ensure employment of the population, increase the number of operating enterprises, and create new jobs at them. As well as increasing the share of goods, works and services produced in this area, increasing the activity of small businesses in the formation of budget revenues at all levels.
The Committee on Agro-Industrial Complex, Transport, Construction, Natural Resources and Ecology also underwent minor changes in the new composition of the Parliament. The committee began to resolve issues related to the environment, but the legislative regulation of the agricultural sector remained the leading one. Efimy Koval became the chairman of the committee, Oleg Leontyev became the Deputy. Ensuring economic growth, the development of agriculture and land relations, as well as the improvement of transport infrastructure and the construction complex of Pridnestrovie are the main directions of the work of this committee. The deputies of the committee worked on legislations related to the processes of regulation of tariffs for utilities and housing services. They tried to limit their growth and ensure a balance of interests of the population, resource supplying organizations and organizations providing services in the housing sector.
An issue regarding further work in the field of protecting the rights and freedoms of citizens, law enforcement and legislation was discussed at one of the plenary sessions of the PMR Supreme Council of the V convocation. Work in these areas was carried out by two committees in the IV convocation. According to the results of voting of deputies of the new convocation, it was decided to form a single working Committee on Legislation, Law Enforcement Agencies, Security, Defense, Protection of the Rights and Freedoms of Citizens. It includes six parliamentarians, headed by the Chairman Galina Antyufeyeva. This committee is one of the key in the Parliament: it regulates the Constitution of the PMR, constitutional laws and laws of state authorities, armed forces and security forces, as well as civil, criminal, administrative and procedural legislation. The management structure of this working body includes three departments: on constitutional legislation, rights and freedoms of citizens, on law enforcement agencies, security and defense, as well as on anti-corruption policy. Every year, the committee and its deputies receive thousands of different appeals.
A new committee of the PMR Supreme Council was allocated - the Committee on Security, Defense and Peacekeeping Forces from the Committee on Legislation, Law Enforcement Agencies, Security, Defense, Protection of the Rights and Freedoms of Citizens in July 2012. It was headed by Andrey Sipchenko. The committee's work was focused on legislative support for military reforms, improving the existing package of military laws and developing a regulatory legal framework.
In order to resolve issues in the field of labor relations, pension provision of citizens, social protection of veterans, disabled people and other citizens, health and sanitary welfare, rights of motherhood and childhood, the Committee on Social Policy, Healthcare, Labor acted in the parliament of the V convocation , family and childhood issues. There are five parliamentarians in the committee, headed by Sergey Cheban. In the new convocation, the committee began to deal with issues of family and childhood, for which another committee was responsible in previous years.
By the decision taken at the plenary session, Vladimir Bodnar became the Head of the Committee for Education and Culture. In total, the committee included five deputies. One of the most important tasks of the committee is creation of a modern regulatory legal framework in the field of education, which was supposed to improve its quality.
The Committee on Public Associations, Sports, Information and Youth Policy continued its work in the V convocation. It included four parliamentarians, Vyacheslav Tobukh was approved as chairman of the committee. The committee resolved issues related to youth policy and sports, and worked on improving legislation for the media of Pridnestrovie. The parliamentarians faced important and urgent tasks to determine the place of Internet resources (sites) among the traditional forms of information dissemination. The deputies of this committee developed legislations aimed at maximum openness of the activities of all state authorities. The legislation regulating the work of political parties and other public associations is not standing still. The committee considered legislations that simplify the procedure for making a decision on the state registration of public associations, including political parties.
The Commission on Mandates, Rules of Procedure and Parliamentary Ethics, the Counting Commission and the Commission on Foreign Policy and International Relations continue to operate in the convocation of 2010-2015.
