Parliamentarians considered and adopted in the first reading today the Concept of Budget and Tax Policy, which is designed for three years, from 2024 to 2026. The first year for which the budget is drawn up, and the next two are the planning period, when real trends in the socio-economic development of the republic are traced.
The document was presented to the deputies of the Supreme Council of the Pridnestrovian Moldavian Republic by Minister of Economic Development Sergey Obolonik. He noted that a moderate increase during the indicated period in exports is expected, about 6%. Inflation, according to the minister, will be formed at around 5%. Based on the indicated trends, the GDP indicator should be characterized by positive growth dynamics within 6%. Social orientation is maintained within the framework of the budget policy. The priority will remain stable conditions for economic entities with an emphasis on improving the quality of tax administration, its simplification, including measures in the field of declaring income of individuals, measures to optimize the number and volume of tax benefits, the introduction of a single payment mechanism for marginal taxes and a number of other measures aimed at easing the administrative burden for both taxpayers and government agencies, Sergey Obolonik noted.
Priority areas remain the same – the development of industry, agriculture, support for entrepreneurs, information technology. It is in these areas, both the Government and the Supreme Council consider that it is necessary to provide state support in the first place. It was noted at the plenary session, the parliamentarians, together with representatives of the Government, came to a common decision – it is necessary to simplify the system of tax administration in the republic for an enterprise, organization or entrepreneur to transfer a single tax to the budget, and then state structures are already involved in its distribution.
According to the Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic, the Concept of Budgetary and Tax Policy is a necessary document for the republic. It is designed to regulate the principles of budgeting and the principles of spending the state budget.
The deputies voted for the adoption of the Concept in the first reading in the course of the plenary session. Work on the document will continue in preparation for the second reading.
