Extended meeting of the Board of the Prosecutor's Office of the Pridnestrovian Moldavian Republic was held via videoconference, in the course of which the control and supervisory body summed up the results of work for 2023. The leadership of the republic, heads of ministries and departments took part in the work of the Collegium, including representatives of the legislature: Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov, head of the Committee on Legislation, Law Enforcement, Defense, Security, Peacekeeping, Protection of the Rights and Freedoms of Citizens Galina Antyufeyeva and her deputy Grigory Dyachenko, head of the Committee on Economic Policy, budget and finance Victor Guzun and head of the Committee on Regional Policy, Local Government and Housing and Communal Services Ruslan Gareev.
The PMR Prosecutor Anatoly Guretsky presented a set of reporting data. Thus, the prosecutor’s office received 4443 complaints about violations of human and civil rights and freedoms in 2023 for consideration. A personal reception with department officials was attended by 1907 people. This is 586 more people than in 2022.
The Prosecutor of the Pridnestrovian Moldavian Republic emphasized in his report that 2079 violations of the law were identified during the implementation of general supervision by the prosecutor’s office in 2023. The largest number of violations was identified in the area of observance of human and civil rights and freedoms – 810 violations. 179 of these are in the field of labor relations.
Anatoly Guretsky paid special attention to the participation of prosecutors in the work to improve legislation.
The Prosecutor sent 25 legislative initiatives to parliament for consideration in 2023 (3 initiatives more than in 2022). 586 opinions on draft legal acts were prepared.
10 legislative initiatives developed by the PMR Prosecutor were adopted by the Supreme Council in the second final reading. For example, in June last year, the parliament unanimously supported in the final reading in 2023 changes and additions to the PMR Law “On Combating Extremist Activities”, as well as to the Civil Procedure and Criminal Codes, which gave the PMR Prosecutor and his deputy, as well as the Ministry of State Security the right apply to the court to recognize organizations or their structural divisions as extremist.
Heads of state administrations as well as heads of the executive and legislative authorities present at the meeting of the Collegium at the end of Anatoly Guretsky’s reporting speech discussed with the prosecutor of the republic the results of joint work in 2023 and outlined the directions of work in 2024.
The President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky assessed the work of the PMR Prosecutor's Office last year. The President pointed out the need to strengthen the work of the control and supervisory body to improve the norms of current legislation. It was emphasized in particular that it is often gaps in legislation that form the basis for systemic violations.
Vadim Krasnoselsky emphasized concluding his speech that the decisions of the prosecutor's office are a kind of guide to action, which is important to adhere to. The President focused on interdepartmental cooperation and expressed gratitude to the personnel of the PMR Prosecutor’s Office for the work done.
The extended meeting of the Board of the Prosecutor's Office of the PMR gave rise to a series of reporting events, traditionally held by ministries and departments in February. The Ministry of Internal Affairs of the Pridnestrovian Moldavian Republic as well as the heads of the state administrations of Tiraspol and Bendery will report next week on work done in 2023.
