The draft budget law 2024 was adopted in the second non-final reading

The law-in-draft on budget 2024 was considered by deputies of the Supreme Council of the Pridnestrovian Moldavian Republic in the second non-final reading. The income and expenses of the republican budget are traditionally approved in the second reading according to the codes of articles and sub-items of income of the Pridnestrovian Moldavian Republic budget classification, the amount of subsidies to cities and districts, as well as the text part of the law-in-draft.

The relevant Committee on Economic Policy received about a hundred amendments when preparing the law-in-draft for the second reading. Deputies and government representatives came to a common opinion on most of them during the Committee meeting. However, debates on several issues continued in the course of the plenary session. Thus, the Government proposed construction, routine maintenance, and major repairs of roads to be carried out as part of procurement from a single supplier – a municipal enterprise. However, the deputies decided to maintain the norm in force in 2023 by a majority vote to select the contractor for road work on a competitive basis.

Government representatives spoke about the reduction in budget revenues in parliament during the first reading. However, funding for all state programs operating this year will remain despite this. Thus, 4 million rubles more are planned to be spent on treatment of Pridnestrovians abroad. 37.7 million rubles are planned for these purposes in 2024.

As for targeted budget funds and development programs they will also remain in 2024. The Capital Investment Fund will continue its work in 2024. Social facilities are a priority. First of all, these are objects of the healthcare and education system, noted Victor Guzun. 217.3 million rubles have been allocated to the Capital Investment Fund in 2024.

Funding for other targeted budget funds will also continue in 2024. Entrepreneurship Development Fund - 23.7 million rubles, Youth Support Fund - 10.5 million rubles, Road Fund - 241.9 million rubles, Agricultural Support Fund - 21.9 million rubles, Land Reclamation Complex Development Fund - 46 million rubles. The state will continue to subsidize part of the interest rates on preferential loans provided to organizations in priority industries within the framework of the Entrepreneurship Development Fund. The draft budget for 2024 also provides funds for state support for young families and for the purchase of housing for young families from the Youth Support Fund.

Deputies of the Supreme Council will consider the law-in-draft on the budget for 2024 in the third final reading in the next few weeks. Work on the law-in-draft will continue in the meantime in the relevant parliamentary Committee on Economic Policy, Budget and Finance. It is planned that the country's main financial document will be adopted before the new financial year.
