The legislature develops and approves an approximate calendar plan for the preparation of legislations each year, at the beginning of the spring session.Today in the course of the presidium meeting a plan was presented by the Chairman of the Commission on Regulations and Deputy Ethics Grigory Dyachenko. As it was explained by the parliamentarian, the plan is formed in accordance with the Regulations of the Supreme Council on the basis of the general program of legislative activities and proposals of the subjects of the right of legislative initiative. The President, government, legislators, city and district councils of deputies, the prosecutor, the chairmen of the courts, the Commissioner for Human Rights, the Federation of Trade Unions of Pridnestrovie are included.

This draft resolution assumes amendments and addendum to existing laws, as well as the development of new legislations. Deputies of the Committee on Education, Science and Culture for example propose to develop and adopt a law “On the Protection of Intangible Cultural Heritage in Pridnestrovian Moldavian Republic”. The Committee on Public Associations, Sports, Information and Youth Policy in order to perpetuate the memory of those who died while defending the Fatherland initiated the development of new laws “On prospecting works” and “On patriotic education”.

The draft decree “On approval of the approximate schedule of preparation of draft laws for 2019” will be submitted for the next plenary session.

Discussion of amendments and addendum to the Criminal Procedure Code, developed by a group of deputies are in legislative plans. The authors propose to establish a one-year period during which the prosecutor or the head of the investigative body has the right to cancel the decision to terminate the criminal case. Currently, they can cancel an order issued by the investigator at any time. After one year, cancellation will be allowed only on the basis of a court decision. In addition, the lawmakers propose to supplement the Criminal Procedure Code with a norm enabling the resumption of proceedings on a previously discontinued criminal case only if the statute of limitations for bringing a person to criminal responsibility has not expired.

The profile committee supported the concept of the authors of the legislative initiative, believing that its adoption would ensure effective state, including judicial, protection of the constitutional rights of citizens from illegal and unjustified resumption of criminal prosecution. The law-in-draft is ready for consideration by the deputies in the first reading.

Deputies have to discuss the law-in-draft “On the State List of Small Privatization Objects for 2019-2020”. According to the head of the responsible committee Viktor Guzun, the document is presented as a legislative initiative by the government and reviewed at a meeting of the Committee. In the presented list - 51 objects under the jurisdiction of the ministries and departments of the republic. The forecast of the republican budget income from privatization will be about 19 million rubles. The funds are supposed to be sent to the Social Stabilization Fund of the republican budget.

The government also proposes amendments to the law “On licensing certain types of activities”, simplifying the procedure for submitting the necessary information to the authorized body for obtaining a license.
