The law “On State Duty” is undergoing changes. The Supreme Council received two legislative initiatives that correct the rule of law. In particular, this is about exemption from payment of state duty upon receipt of a passport of a citizen of the Pridnestrovian Moldavian Republic. Its size is 5 MW. The first law-in-draft, the author of which is the President, is proposed to be exempted from paying a state duty for issuing or issuing a passport in return for or lost by citizens who are serving a sentence of imprisonment. The reason for this should be the lack of funds on these expenses in their personal accounts. According to the Ministry of Internal Affairs, over the past four years, 43 people applied for a passport due to lack of funds.

The law-in-draft was passed in the first reading. 28 deputies voted for its adoption.

The second initiative was proposed by a group of deputies of the legislative committee. Parliamentarians Galina Antyufeyeva, Oleg Petrik, Vitaliy Kalin and Grigory Dyachenko, as amended by law, proposed eliminating the ambiguous understanding of its provisions regarding the payment of the state fee upon receipt of the passport of the PMR citizen for the first time. Today, those who have reached the age of 16 do not pay state fees when they receive a passport. However, due to the fact that the age limit for the implementation of this right is not defined, in practice, law enforcers charge a state duty on citizens over 17 years of age. The reason for the development of the law-in-draft was the appeal of voters, including orphans and children left without parental care. According to the authors of the amendments to the law “On state duty”, the one who receives a passport for the first time should have privileges for paying state fees, regardless of age. The law-in-draft was supported by colleagues in the deputy corps in the first reading.

Another initiative, also proposed by parliamentarians Galina Antyufeyeva, Grigory Dyachenko, Oleg Belyakov and Vitaliy Kalin, is improving the criminal procedure legislation governing legal relations in the sphere of confidentiality of correspondence, telephone and other negotiations, postal, telegraph and other messages. The parliamentarians proposed to establish a judicial procedure for obtaining permission to conduct investigative actions related to obtaining information about connections between subscribers or subscriber devices. The law-in-draft was adopted in the first reading.
