A new law on measures to minimize the consequences of the gas crisis has been adopted

The Supreme Council of the PMR adopted in the final reading a draft of a new law that defines state measures to minimize the negative consequences of a possible cessation of gas supplies to Pridnestrovie.

The draft law, sent by the President of the PMR to the parliament in the legislative necessity mode, was adopted in the first reading by the deputy corps on December 25. By the second reading, the Committee on Economic Policy, Budget and Finance had done a lot of work to process the amendments received from subjects of the right of legislative initiative. Tables for adoption and rejection were formed – 50 amendments totally.

Some of the wording for defining state measures changed after their adoption and rejection. First of all, the name of the law was changed – "On state measures aimed at minimizing the negative impact in connection with the introduction of a state of emergency economic situation associated with the reduction (termination) of natural gas supplies to the Pridnestrovian Moldavian Republic". The deputies excluded the proposed 30-day period of validity of the law after the abolition of the special legal regime. The main thing is that measures of state support for the population in the sphere of housing and communal services will be in effect: penalties for non-payment of utilities will not be imposed during the period of the special legal regime. Unused social norms for beneficiaries will be transferred to another month. From January 1, 2025, permit documents that expire during the special legal regime will be automatically extended until the end of the special legal regime and for another 30 days after. The list of such documents is approved by a regulatory legal act of the Government. For example, these are licenses or a technical maintenance coupon. The measure to suspend control measures in relation to organizations and entrepreneurs has also been excluded from the draft. At the same time, they are given the opportunity not to provide statistical information and to shift the deadlines for submitting financial and tax reports to government agencies in the event that economic agents have to suspend their activities during the emergency period. Tax authorities will be able to take measures to support economic entities in the form of a deferment (installment plan) in connection with the suspension of their activities or downtime.

The amendment by the deputies amended Article 16 of the law-in-draft, which concerns the suspension of the provisions of the Code of Administrative Offenses in relation to violation of the law on silence. It is specified that during the period of the emergency in the economy, administrative liability will not be applied for disturbing the peace and quiet of citizens due to the use of heating equipment and (or) electric generators. The Government of the PMR is vested with the authority to operationally manage and influence the situation related to the gas crisis, according to the law adopted today in the final reading. The deputy corps adopted in the final reading the law "On state measures aimed at minimizing the negative impact in connection with the introduction of a state of emergency economic situation associated with the reduction (termination) of natural gas supplies to the PMR". The law will be sent to the President of the PMR for signature and will enter into force on January 1, 2025. The Supreme Council of the PMR held its last plenary session of the outgoing year today. The VIII (autumn) session of the VII convocation is not closed on the basis of the norms of the Constitutional Law of the PMR "On Special Legal Regimes".
