Speaker's reception of citizens

Chairman of the Supreme Council Alexander Korshunov held a reception of citizens on personal matters. Social issues were raised. Sergei Cheban, Chairman of the Committee on Social Policy and Health, took part in the discussion.

A disabled person of group I Valery Shemyansky asked for help. He was with his wife Galina Fedotova at the reception. It was about protecting the rights of people with disabilities. Valery Shemyansky presented the Speaker with a list of issues that he proposes to resolve at the legislative level. One of them concerns the provision of accessible environment. According to a representative of a group I disabled person, not all shops can be visited in a wheelchair, and this infringes on the rights of people with special needs.

Speaker of the Parliament Alexander Korshunov emphasized that the state within the framework of the Equal Opportunities program was gradually working to create access for people with disabilities to social infrastructure facilities. Work in this direction will continue. Ramps and call buttons are installed in socially significant facilities: clinics, hospitals, sports facilities. There is no financial opportunity to provide access to all institutions at once, including shops, especially since they belong to the commercial sphere, the speaker noted. Another point is compliance with building codes and regulations. As parliamentarian Sergei Cheban noted, at the suggestion of the commission for the Disabled under the President, additions were made to building codes and regulations. A representative of a public organization of the disabled is involved in order to be able to control the creation of an accessible environment when accepting and commissioning construction projects. However, as noted by those who applied at the meeting with the speaker, there are still no ramps in many new facilities and, accordingly, the disabled do not have the opportunity to visit many shops. The Chairman of the Supreme Council offered to assist in contacting the Prosecutor's Office to verify compliance with the rules and regulations during the commissioning of those facilities, the addresses of which will be presented.

When discussing the issue, they focused on the topic of payment from the state budget for the services of a personal assistant to a disabled person. Deputy Sergei Cheban noted that Pridnestrovie is following this path. Legislative norms have already been adopted and are in force since this year, which give the right to receive compensation payments to non-working parents or close relatives caring for a disabled person from childhood of groups I and II over 18 years old. The monthly payment is 100 minimum wages (970 rubles).

Gennady Chulkov, head of "Social Protection of the Children of the War of 1941-1945" republican public organization, and his deputy Vitaly Timofeev came to a reception with the speaker of Parliament. Their questions related to the operation of the law "On the social protection of children of war". The law prescribes the free provision of medicines and the free provision of medical services in institutions of the state and local health systems, in accordance with the Program of State Guarantees for the Provision of Free Medical Care to Pridnestrovian Citizens. The right to free travel by all types of public transport (with the exception of passenger taxis) on urban and suburban routes is also provided. In addition, the children of the war, who are pensioners, veterans of labor, military service, the disabled, are provided with state support in the field of social protection (the Law of the PMR "On the Social Protection of the Disabled", the Law of the PMR "On the Social Protection of Veterans and Persons of Retirement Age").

Gennady Chulkov informed that there are 107 people in the public organization. However, according to Gennady Alexandrovich, there are problems with the provision of benefits.

Chairman of the Supreme Council Alexander Korshunov emphasized the role of the children of the war, who in the post-war period had to restore the Soviet economy, build cities and create infrastructure. Those born after 1945 contributed to the development of the USSR. According to the speaker, these people are elderly at present and the state should support them without dividing them into "children of war" and "non-children of war". Alexander Korshunov noted that the idea of making a unified system of benefits for such honorary citizens of our state will be worked out at the legislative level.

Viktor Osipenko, a resident of the city of Bendery, addressed the speaker of the Parliament. He raised the topic of burial and considers that there are gaps in this area of legislation. The reason for the appeal was the fact that close to the burial place of the veteran of the Great Patriotic War N.P. Matveychuk made a new burial. Speaker Alexander Korshunov noted that the procedure for allocating places for burial is determined at the local level. To introduce uniformity in this matter and create a common order for all cities of the republic, it is planned to create a working group in the Supreme Council.
