Members of the Presidium of the Supreme Council considered legislations presented as legislative initiative by Oleg Horzhan. In particular, one of the initiatives of the deputy proposes to make amendments and addendum to the law "On restoration and guarantees of protection of citizens' savings". As it is known, the current law establishes the state's obligations to restore the depreciated money savings of citizens, as well as the procedure for their restoration and payment. These are Soviet deposits placed in the period before January 1, 1992. In accordance with the law, their restoration is made by indexing in the ratios: 1 ruble of the PMR per 1 ruble of the USSR for the sums of the balance not exceeding one thousand rubles of the USSR and 1 ruble of the PMR for 5 rubles of the USSR for the balance amounts exceeding one thousand Soviet rubles. Payment is made in stages, starting from 2007, and continues to this day. This year it is provided 6 million rubles in the budget for these purposes. Today, compensations are made to citizens born before 1940, as well as to their heirs.
During the collapse of the Soviet Union, many Savings Bank depositors lost their savings due to the "freeze" of all accounts. Therefore, similar laws have been adopted in many CIS countries. However, until now, debts to citizens have not been fully paid. This requires huge funds. For example, this amount is more than 2 billion rubles in Pridnestrovie.
The author of the law-in-draft proposes to extend the effect of this law to depositors who placed funds between 1992 and 1994. According to him, about 860 thousand rubles will be required to implement the law-in-draft. The sum raised reasonable questions for the members of the Presidium. However, as well as questions about where to get these funds, taking into account the current state of the budget and the size of its deficit, and why only those years from the post-Soviet period.
Emphasizing the social aspect of the law-in-draft, the participants of the discussion drew attention to the fact that before accepting new obligations, the state must pay off the Soviet deposits with citizens.
Members of the Presidium suggested that the initiator finalize the law-in-draft, present its financial and economic justification, and determine the source of payments.
The date of the next session of the Supreme Council was decided at the next meeting of the Presidium of the Legislature.
