The legislative portfolio has been supplemented with a number of new legislations, which are planned to be submitted for discussion during the February meetings. Among them there are additions to the Labor Code, developed by a group of deputies. In order to provide conditions for the full-fledged upbringing and development of children, the authors of the initiative propose to provide additional social guarantees for employees raising three or more children. In particular, we are talking about the possibility to provide annual paid leave at their request at a convenient time for them. As stated in the explanatory note to the law-in-draft, “the introduction of such a rule will allow working parents to participate more actively in the upbringing of children, as well as more likely to combine the rest time of both parents of large families, which will increase their opportunity for proper rest”. A similar rule is applied in the Russian Federation, the Republic of Belarus and the Republic of Moldova. As the chairman of the Committee for Social Policy, Sergey Cheban, who submitted a legislative initiative, noted that the document was reviewed by the relevant committee and is ready for submission to the plenary session.
Deputies will also have to consider the law-in-draft “On approval of the state target program“ Equal Opportunities ”for 2019-2022”. As you know, the President Vadim Krasnoselsky announced 2018 the Year of Equal Opportunities. The joint work of the authorities and the public was aimed at changing the lives of people with disabilities for the better. The legal environment was replenished with new norms, additional benefits were established, measures to create comfortable living conditions for citizens were taken. The work in these spheres will be continued during next four years.
The program contains a large number of measures to improve the quality of life of people with disabilities. The main tasks are: creation of conditions for the free movement of people with limited mobility to social infrastructure facilities; creation of conditions for the employment of persons with disabilities; increasing their access to education; equipping existing infrastructure with means of unhindered access; professional development of social workers; ensuring unhindered access to information for persons with disabilities. In addition, the program proposes the creation of a prosthetic orthopedic workshop in the republic. That will provide the needy disabled with modern prosthetic and orthopedic products.
The amount of funding for the program for 2019-2022 is planned in the amount of 4 million 987 thousand rubles.
In the course of the plenary session on the 23d of January, The Equal Opportunities” state program was adopted by the Supreme Council in the first reading. The responsible committee prepared the document for consideration in the second reading.
The law-in-draft, amending the law "On Education" is ready for consideration in the second reading. Deputy Mikhail Burla developed it in order to regulate the norms of the current legislation regarding the implementation by the cadets (pupils of the Suvorov military college) of the right to free travel in public transport through the territory of the republic.
The presented mechanism will allow all students of general education organizations with the special names “Cadet School”, “Suvorov Military School”, “Cadet School”, “Cossack Cadet Corps” to exercise their right to free travel on public transport (except for passenger taxis). In addition, it will allow extending the realization of this right throughout the country, as well as provide an opportunity for students who are involved in the preparation of various festive events in the Republic, to use their privilege during holidays and public holidays.
