Presidium of the PMR Supreme Council

24.12.2024

The meeting of the Presidium began with congratulations on the Constitution Day of the Pridnestrovian Moldavian Republic. The Chairman of the Supreme Council of the PMR Alexander Korshunov congratulated the members of the parliamentary Presidium and the staff of the Supreme Council of the Pridnestrovian Moldavian Republic on this important day for the state. The speaker emphasized that all current legislation of the Pridnestrovian Moldavian Republic is formed on the provisions of the Basic Law of our state, aimed at creating, ensuring the rights and freedoms of citizens and the development of the republic as a whole. Then the members of the Presidium discussed the agenda and made a decision on a number of legislations prepared by the Committee on Economic Policy, Budget and Finance for consideration at the plenary session. The Supreme Council will consider them tomorrow, December 25.

The next plenary session was scheduled today. It will take place online on December 26. The need to hold another plenary session of the Supreme Council of the Pridnestrovian Moldavian Republic this week is due to the need to consider the draft new law "On state measures aimed at minimizing the negative impact of the reduction (termination) of natural gas supplies to the Pridnestrovian Moldavian Republic". The PMR President sent this law-in-draft to the Supreme Council in the legislative necessity mode.

The draft law provides for support measures for the population and enterprises during the state of emergency in the economy and for 30 days after the termination of the special legal regime. Among the support measures there is:

- housing and communal services will be provided if payment for them is not made or in full. The debt can be repaid by the end of the year;

- the validity of technical inspection coupons and compulsory motor third party liability insurance contracts that expire during the period of the special legal regime will be extended;

- administrative liability for disturbing the peace and quiet of citizens will be excluded (the proposal is based on the possible use of power generators by the population at night);

- prohibit the implementation of scheduled, unscheduled (extraordinary) control (supervision) measures, office control measures (the measure is aimed at reducing the distraction of the commercial block of the PMR from its main activity, taking into account the special conditions for carrying out entrepreneurial activity);

- promptly take measures to support business entities in the form of a deferment (installment plan) in connection with the suspension of their activities or being idle, given that in the current conditions of the functioning of the economy, taxpayers are experiencing individual financial difficulties, etc.
