Members of the Presidium of the Supreme Council discussed a number of legislations that are included to the agendas of the plenary sessions. The next one is scheduled for February 6. Deputies at the beginning of the spring session will have to consider amendments to the Electoral Code submitted by deputies Igor Buga and Ruslan Gareev. The purpose of this initiative is to improve the electoral legislation aimed at closing the legal gap in terms of regulating the use of the image of an individual in election campaigning. The law-in-draft proposes to prohibit the use of the image of an individual in campaign materials during elections except in certain cases. We are talking about the use by the electoral association, the electoral block of images of candidates nominated by them, including the use of their images during mass, public events, as well as the use of their images by the candidate, including children.
A group of deputies proposes to amend the law “On the procedure for entering the Pridnestrovian Moldavian Republic and exit” The authors propose to supplement the law with a new clause, which gives the President the right to annul decisions to ban entry into the territory of Pridnestrovian and the undesirability of staying (living) on its territory.
Deputies Galina Antyufeyeva and Vitaly Kalin developed a number of amendments to some legislative acts in order to simplify the procedure for state registration of rights to immovable property. In particular, it is proposed to supplement the law-in-draft “On state registration of rights to real estate and transactions with it” with another case of accelerated registration of rights, namely, those arising from those transactions certified by notaries, and to establish a deadline for registration - three working days. The developers also propose to establish that the issuance of documents confirming the registration of rights to real estate and transactions related to it, is carried out not earlier than one working day from the date of filing the application and the necessary documents, at the request of the applicant.
Deputy Oleg Petrik was the developer of the law-in-draft amending the Criminal Code of the PMR. The purpose of introducing this legislative initiative is to strengthen the criminal responsibility of citizens for the abuse of state symbols (flag, emblem).
Two alternative legislations will be submitted to the deputies, which the government, as well as a group of deputies, proposed to amend the Code of Administrative Offenses governing the legal relations associated with the institution of prohibition of the use of vehicles with the removal of state license plates. According to the vice-speaker, the head of the relevant parliamentary committee Galina Antyufeyeva, who presented both documents to the presidium members, it was decided to take the bill developed by the deputies as a basis.
