Chairman of the PMR Supreme Council: program like the Capital Investment Fund requires planning for several years ahead

The spring I session of the VII convocation of the PMR Supreme Council is coming to an end. The 26th plenary meeting took place on July 7. The agenda was rich, the deputies considered 51 legislations. Among them there are issues that relate to the life of citizens, and important government legislations. The capital investment fund for example. This program has been in operation since 2018. Funding for repairs, reconstruction and construction of cultural, health and social facilities is laid down annually - in the budget of the next year. The infrastructure facilities of cities and districts have been transformed over the 4 years of the program, sports facilities, parks and squares have appeared. It was decided to follow the path of long-term planning for more efficient work.

They plan to allocate almost 2 billion rubles, 300-400 thousand rubles annually for the implementation of the state Capital Investment Fund program for 2021-2026. What objects to introduce will be decided jointly by the management bodies at all levels.

The Supreme Council adopted three state target programs in the final reading at a plenary meeting on July 7. "Prevention of viral hepatitis B and C for 2021-2024" program will start working this year. The budget allocated 2.5 million rubles for the first stage of developing laboratory diagnostics and screening services for viral hepatitis B and C, as well as organizing a state register of patients with these diseases. Diagnostics and treatment of Pridnestrovians with viral hepatitis B and C will begin next year.

Another state program, calculated until 2026, for the development of the subsoil of the earth, will allow the development of the mineral resource base and the rational use of the mineral resources of Pridnestrovie. The third state program "Textbook" will provide within 5 years an opportunity for pupils of schools with Moldovan and Ukrainian languages ​​of instruction to learn from textbooks in their native language, and will also provide correctional schools with the necessary methodological literature.

The deputy corps adopted a number of amendments and additions to the Code of Administrative Offenses, the Civil Code and the Criminal Procedure Code.

Changes were made to the republican budget for 2021 – the limits of reserved funds for the payment of restored Soviet deposits were increased. When adopting the 2021 budget, the parliament expanded the category of recipients of compensation – now it can be received by citizens born before 1950 inclusive. But the 17 million rubles in the budget are not enough for all payments.

The deputies at the plenary session extended the quarantine measures in Pridnestrovie until September 15 inclusive. Changes were made to some laws of the PMR and the Code of Administrative Offenses, some of the norms of which establish a mechanism aimed at preventing the spread of coronavirus infection caused by the COVID-19 viral infection in the republic. This means that until September 15, 2021, we continue to wear protective masks indoors and on public transport, disinfect our hands and maintain social distance.
