Practice-oriented (dual) education will be enshrined in the law

Deputies Igor Buga, Andrei Safonov and Pavel Shinkaryuk proposed to enshrine in the specialized law "On Education" the form of practice-oriented (dual) training.

Work on the implementation of practice-oriented (dual) training for training personnel in the republic has been underway since 2018. The pilot project was implemented at industrial enterprises in order to fill the workforce with young specialists and overcome the problem of personnel shortage.

This approach is practiced in 8 educational institutions today that cooperate with more than 30 Pridnestrovian enterprises. These are the Elektromash plant, the Moldavian GRES, the Moldavian Metallurgical Plant and others. According to the Ministry of Education, 359 people from 2018 to 2023 studied in the basic professional programs of primary and secondary vocational education. 270 people came to the vocational training program. We are talking about such specialties and professions as "ferrous metallurgy", "heat supply and heat engineering equipment", "general profile machine operator", "electric and gas welder", "seamstress", etc. However, the concept of practice-oriented (dual) education has not been enshrined in law until now. Training in such programs was regulated by the relevant Resolution of the PMR Government.

The deputies proposed to classify vocational training programs as a new type of educational programs – basic vocational education programs. It is also proposed to consolidate new concepts in the Law "On Education" – vocational training, practical training and practice-oriented (dual) education – and to prescribe the basic principles of their implementation.

The law-in-draft on amendments and additions to the Law "On Education", developed by the deputies of the relevant Committee, assumes that the Ministry of Education will approve the List of workers' professions, positions of employees for which vocational training is carried out. The detailed procedure for the implementation of the main vocational educational programs, including in the form of practice-oriented (dual) education, will be established by the Government of the PMR in the relevant resolution.

The deputy corps supported at the plenary session the legislative initiative developed by parliamentarians in the first reading unanimously. Work on the draft law on amendments and additions to the Law "On Education" will continue, taking into account all the comments and suggestions made.
