The next plenary session of the Supreme Council will take place on February 24. The agenda was supplemented in the course of the meeting of the Presidium today.
Next week, the parliamentary corps will have to make a decision on a number of legislations that were considered by the Committee on Legislation, Protection of the Rights and Freedoms of Citizens last week. One of the draft laws deals with providing guarantees for creditors. We are talking about cases when a legal entity that has received a loan makes reorganization. It is proposed to oblige the tax authorities to carry out control checks after an official decision on the reorganization of legal entities, and then publish information with the results of the check in the state register of legal entities. Such norms, according to the developers of the legislative initiative will allow creditors to take timely measures to protect their interests.
Another law-in-draft that the deputies will consider in the first reading at the next meeting concerns amendments to the Criminal Code. It is proposed to exclude the rule that establishes criminal punishment for conducting entrepreneurial activities in violation of licensing requirements and conditions. According to the Prosecutor's Office of the PMR, an audit conducted in the second half of 2020 found that violations of licensing requirements and conditions in connection with which criminal cases are initiated, in the vast majority, relate to non-compliance with staffing requirements. We are talking about the lack of managers and specialists of the appropriate qualifications.
In addition, the deputies are to consider the legislative initiative of the Council of People's Deputies of Grigoriopol at the next plenary session. Deputies of the local Council propose to amend the law "On appeals of citizens and legal entities, as well as public associations". The authors of the initiative consider that the frequency of reception of citizens by the chairmen of the Councils of People's Deputies should be established by law. It is proposed to oblige local Councils to hold a reception of citizens at least once a week. The current law only spelled out the procedure for organizing and conducting the reception itself.
Deputies of the Supreme Council will consider in the second reading the amendments to a number of constitutional laws of the PMR on the 24th of February. The draft laws specify the procedure for implementation of the right to legislative initiative by the Constitutional, Supreme and Arbitration Courts.
