Final flourish

Members of “The Obnovlenie” faction gathered before the plenary session to discuss some of the nuances of the draft budget adopted in the first reading for next year. Yesterday, the meeting of the relevant committee on economic policy, budget and finance lasted several hours, in the tables - about a hundred amendments received from the subjects of the legislative initiative.

The issues that were raised during the meeting of the faction related to the implementation of public procurement and tender procedures, the expenditure of the capital investment fund and the Road Fund, the splitting of budget revenues, the procedure for financing various state programs. As regards the latter aspect, the majority of the members of the parliamentary faction spoke in favor of starting funding only after the state programs were approved by the deputy corps.

Members of the faction, deputies of the Committee for the Development of Entrepreneurship and Industry insisted on maintaining the amount of budgetary funds, at which the tender is mandatory, at the same level - 200 thousand rubles. Deputies of the committee on economics, as well as government representatives, suggest that this amount increased to 300 thousand due to changes in exchange rate differences. When the previous standard was established, the rate of the Pridnestrovian ruble against the dollar was completely different. The final decision is for the deputy corps.

It is planned that the capital investment fund next year will grow to 241 million rubles. They will mainly go to the repair, reconstruction and construction of social infrastructure facilities.

Certain features will be in the process of spending funds of the Road Fund. In addition to the maintenance of roads, part of the money from it will go to the arrangement of sidewalks in cities and regions, as well as the territories of kindergartens and schools. Along with this, members of the Renovation faction drew attention to the need to carry out roadwork not only on central highways (the importance of this is due to the celebration of two anniversary dates next year).

Members of the faction discussed the issues of stimulating local authorities to intensify work on filling municipal budgets. In this regard, there are amendments to the law-in-draft "On the republican budget for 2020", which proposes to increase the share of tax funds received at the disposal of cities and regions received in excess of the plan.
