The Message from the President for 2022

The PMR President Vadim Krasnoselsky before setting goals for this year recalled the past year. 2021 was not an easy year, and the main task that needed to be addressed was the fight against the pandemic. The budget of Pridnestrovie suffered big expenses last year. Money was needed to organize treatment, salaries for medical staff, medicines, food and much more.

“I want to recognize the work of all state authorities and administration, of course, the Ministry of Health as quite satisfactory. All of them did their best. The form of control that was organized by the Operational Headquarters allowed us to solve problems at the initial stage, to eliminate possible negative scenarios for the development of the situation. Thanks to everyone who was involved in this and treated the sick”, the PMR President said.

Vadim Krasnoselsky emphasized that all social payments were made despite the heavy burden on the budget. These are salaries, pensions and benefits. The benefits were not suspended, it was paid in full. It was possible in 2021 to raise salaries for public sector employees and pensions, the Pridnestrovian ruble exchange rate remained the same, utility tariffs did not change. The republic continued to develop despite the difficulties: polyclinics, hospitals, kindergartens, schools, cultural centers, parks, and sports facilities were built and repaired.

“We did not drop our economy even in these most difficult conditions, we coped and moved forward, developed Pridnestrovie, improved the life of Pridnestrovians,” Vadim Krasnoselsky emphasized.

The President focused on the issue of combating corruption. Serious work in this direction has been carried out over the past five years. Vadim Krasnoselsky noted five main sectors of the economy in which corruption has been eradicated.

“The first is the manipulation of Russian gas. To date, any manipulations with Russian gas are completely excluded. Everything is under tight control. Moreover, it is on my initiative that we report twice a month to the Ministry of Finance of the Russian Federation and the Administration of the President of the Russian Federation, starting from June 2019. We present all reports on the movement of gas and gas money in the context of each enterprise. We are absolutely clean and open to our colleagues,” stressed the PMR President Vadim Krasnoselsky.

Criminal schemes were also eliminated in the banking sector, the Customs Committee and a number of state-owned enterprises. In addition, thanks to the adoption of the law "On Procurement in the PMR", it was possible to eliminate possible corruption manifestations in this sector.

The President noted that last year Pridnestrovie adequately held elections of deputies to the State Duma of the Russian Federation. Our electorate showed a high turnout. The elections of the President of the Pridnestrovian Moldavian Republic were held in 2021.

“Taking this opportunity, I once again want to thank the people of our state for appreciating my work as a president and the entire team. This is not my personal victory in the elections, this is the victory of the whole team. This is an assessment of the results of our work,” said Vadim Krasnoselsky.

The PMR President recalled that the republic is developing in accordance with the Development Strategy of the Pridnestrovian Moldavian Republic. The document was approved in 2018 and provides for an action plan for 8 years. In accordance with the Development Strategy, the main principles of our state remain political stability, economic self-sufficiency and social justice.

The main part of the President's report was the announcement of tasks for 2022 to state authorities and administration. In particular, this year the Supreme Council is faced with the task of developing a legislative framework for a phased transition to the organization of primary health care on the principle of a family doctor. The Parliament will have to create legal mechanisms for regulating tariffs for water supply for irrigation in the context of the development of land reclamation. Improvement of the norms of the Law "On Procurement in the PMR" will continue in order to increase the transparency and effectiveness of procurement for public needs. Together with the Government and all interested parties. The Supreme Council will continue to finalize the draft Budget Code of the PMR. The mechanisms for managing state property will be improved and legislation will be created in the field of pricing for the services of enterprises in the sphere of natural monopolies.

“I am a supporter of the fact that any legal relationship between the state and a citizen is stipulated by law. Of course, we do not exclude presidential decrees, government resolutions and other documents, but this is already in the development of laws. Any legal relationship between a citizen and the state must be based on the law,” said Vadim Krasnoselsky.

Having completed the assignment of tasks to state authorities and administration, the president emphasized that the instructions were given for a year, while most of them would remain relevant in the future. Vadim Krasnoselsky noted that the instructions and tasks that he plans to announce during the upcoming meetings of departmental boards will be even more detailed.
