The work of the state services portal was demonstrated in the course of the meeting of the Government Presidium, which was held on July 23. It was developed by the government in the framework of the implementation of the concept of administrative reform 2018-2020, the main purpose of which is to improve the quality and accessibility of public services. As you know, on July 4, the Supreme Council in final reading adopted amendments to the law "On the organization of the provision of public services". The author is the President Vadim Krasnoselsky.
According to the statistics, more than 150,000 calls are received monthly for inquiries and services. Deputy Prime Minister Alexei Tsurcan in his report at the meeting of the Government Presidium informed that the interdepartmental working group carried out an analysis of the most popular public services for more than 3 months within the framework of the administrative reform. At the first stage of the work, 69 most sought-after services were provided to the Unified State Fund of Social Security, the Civil Registry Office, the Ministry of Justice and the Ministry of Internal Affairs. Gradually, other ministries and departments will be added to the project. This process, according to the Deputy Chairman of the Government of PMR Alexei Tsurcan, should be completed by July 1, 2019.
The use of the portal will be free, while the regulations of some public services involve the collection of state fees in the amount determined by the current legislation. Payment of the state fee is provided both online with the help of a bank card, and in bank branches, as well as in payment terminals using QR code. One of the important elements of the ongoing administrative reform is the adoption of a normative act prohibiting the reclaiming from a citizen of information held by various public authorities.
Another important point that attracted attention is connected with the prevention of delaying the delivery of public services. In case of non-compliance, officials are required to bear disciplinary or administrative responsibility.
As part of the work of the commission, the government prepared a normative act that prescribes a priority regime for the receipt of public services ordered through the portal.
