Replenishment of the legislative base

The President Vadim Krasnoselsky signed a number of laws previously adopted by deputies of the Supreme Council.

The legal base has been supplemented by the law on amendments and additions to the law “On industrial safety of hazardous production facilities”. It simplifies the activities of business entities, reduces administrative barriers for them. Now in Pridnestrovie by analogy with Russian legislation, industrial equipment and facilities will be divided into three hazard classes. The frequency of inspections of such enterprises in relation to industrial safety will depend on the hazard category assigned to them. Enterprises whose equipment will be assigned to the third class will not be checked. This approach will lead to a decrease in the number of various kinds of administrative procedures in relation to small businesses, as a rule, operating hazardous production facilities of the second and third class. Along with this, the effectiveness of state control in relation to production facilities of the first hazard class will increase.

Starting from the new financial year, the norms of the law on amendments to the law “On burial and funeral business” signed by the President will come into force. They will increase the burial allowance by 20% (this is almost 400 rubles). It is assumed that in this regard, the expenditures of the republican and local budgets, as well as the budget of the Federal State Statistics Service, will increase by 400 thousand rubles.

Among the laws signed by Vadim Krasnoselsky and adopted by the Supreme Council on amendments and addenda to the law “On approval of the state target program“ Providing housing for orphans, children left without parental care for the period 2018–2027 ”. The document expands the scope of the state's ability to provide housing for orphans through the acquisition of residential buildings in rural areas. Prior to this, the current legislation provided for the purchase of apartments exclusively. In this case, the opinion of the orphans themselves will be taken into account - they have an inalienable right to choose the type of housing provided by the state.

This year, 8 million rubles were allocated from the budget to solve this social problem. It is planned that by the end of the year 60 people from this socially vulnerable category of citizens will receive their own housing. However, the scale of the problem is still large: about 800 people stand in line for housing. 127 million rubles are required to provide them with apartments and houses. The adopted law will allow for more active implementation of the state target program for providing housing for orphans.

Vadim Krasnoselsky signed a law amending the law "On the social protection of war veterans". Legislative innovations restore social justice for parents whose minor children died from the effects of hostilities after August 1, 1992. Four such families live in the republic. They will be entitled to receive social benefits and guarantees in the form of payment of utilities in the amount of 50% (within the limits of consumption standards) and free travel by all types of public transport except taxi. To ensure the fulfillment of these additional social obligations of the state, it is necessary to seek 14 thousand rubles annually in the republican budget. The amendments to the law signed by the President will enter into force on January 1, 2020.

The legal base of the republic was supplemented by the law “On Making Additions to the Housing Code” signed by the President. It is called upon to improve the mechanism of collecting debts of subscribers to energy supplying organizations and housing maintenance companies. Their total volume varies within 150 million rubles, and the number of debtors exceeded 50 thousand people. The new legal standards set a certain barrier for those public service debtors who want to sell their property. Now it will be necessary to obtain the consent of the resource supplying company. When transferring ownership of the property to the new owner, the transfer of obligations on payments for housing and utilities is also carried out. This condition should be reflected in the relevant contract.

Among the signed by the President and the law on amendments and additions to the law "On Acts of Legislation". They are instructed that "in the event that the legal acts of local Councils of People's Deputies do not comply with the Constitution and laws of the PMR, the Supreme Council has the right to repeal such a legal act in the manner prescribed by applicable law".
