The President signed the law “On introducing amendments and additions to some laws of the PMR”. It has been made to solve the long-standing problem of evacuating cars that hinder the passage of road and other specialized services. The law provides law enforcement agencies or specialized organizations the right to tow a vehicle that interferes with the work of emergency services, as well as long-unused, abandoned cars. Long time unused vehicles in the absence of one of the structural elements (door, wheel, glass, hood, trunk lid, chassis or drive) means under it.
Abandoned vehicles in driveways, inner and yard driveways, in yards can be evacuated at the request of local authorities, internal affairs, legal entities or individuals. If the car owners, having parked the vehicle, did not violate the Rules of the Road, but at the same time created a hindrance to the passage of vehicles of specialized services or road workers, then towing (evacuation) will be free of charge. If when parking, the traffic rules are violated, the car will be evacuated to the penalty area of the automobile inspectorate, and its owner will be obliged to pay for it. Road services should warn car owners about the upcoming repair in advance. The evacuated vehicle is placed to specialized parking for no more than three years.
Amendments and additions to the law “On payments for environmental pollution and the use of natural resources” that came into force after the President signed the document are aimed at changing the order of payment of environmental payments by enterprises that mine underground and open-pit minerals. Due to the fact that the revenues of these enterprises are seasonal, new terms of environmental payments have been established for them. Thus, enterprises engaged in the extraction of minerals by the underground method, pay them once a year (until December 25) at the end of the year (the norm comes into force in 2019); open mines once every six months (effective from 2020).
The law on amending the law “On local authorities, local self-government and state administration in Pridnestrovian Moldavian Republic” entered into force. It notes that state administrations form a single extra-budgetary fund. It includes additional income and savings from the implementation of measures organized by local Councils to address economic and social problems. True, there is a condition: unless otherwise provided by the law on the republican budget for the relevant financial year. Voluntary contributions and donations from citizens, public associations and legal entities, income from local loans, auctions and other extra-budgetary funds may also be received by the local extra-budgetary fund.
They are spent at the discretion of state administrations. Within the framework of a single extra-budgetary fund, they are entitled to create trust funds. The funds of extra-budgetary funds are on special accounts that are opened in banks and are not subject to withdrawal. Control over the use of extrabudgetary funds is entrusted to the respective Councils of People's Deputies.
The law “On compulsory insurance of civil liability of vehicle owners” has been amended. Thus, the list of insurance policy holders is supplemented by drivers of vehicles with neutral numbers. Reissuance from Pridnestrovian to neutral numbers is possible without additional charge.
In addition, the law prescribes that owners of cars with foreign registration must have a Green Card insurance policy upon entry into Pridnestrovie. In case of absence, they must purchase a CTP insurance policy in Pridnestrovie.
The adopted amendments to the law also specified the structures that have the authority to verify the presence of a CTP insurance policy for a driver entering the territory of Pridnestrovie. These are employees of the Ministry of Internal Affairs and state security agencies.
The law “On Amendments and Additions to Certain Legislative Acts of the PMR”, signed by the President, establishes transitional provisions for the entry into force of the new tax system for individual entrepreneurs. In April, individual entrepreneurs will be able to choose a tax regime that is convenient for them and issue the necessary documents to the tax inspectorates. For those who wish to work under the simplified taxation system, the transition period is extended by another month - until the end of May.
There is a significant social component in the adopted law. Thus, the disabled of the first and second groups, registered as an individual entrepreneur and carrying out activities in the form of a self-employed person, the amount of the total tax payment is reduced by 90%, the disabled of the third group - by 75%. In addition, the benefits will affect all pensioners, including those receiving a pension in a foreign country.
Transitional provisions are extended to individual entrepreneurs engaged in foreign economic activity. Until the end of May, they will be able to freely import goods into the republic on the basis of a certificate of registration of an individual as an individual entrepreneur.
