It will soon be possible to apply for a pension and submit the necessary documents in advance – 3 months before reaching the age that gives the right to a pension. The law-in-draft that corrects the deadline for circulation was initiated by the deputies of the Supreme Council Grigory Dyachenko and Sergey Cheban based on the requests of voters. The relevant amendments to the law "On State Pension Provision of Citizens in the Pridnestrovian Moldavian Republic" today at the plenary online meeting were supported by the deputies in the first reading.
The problem that people of pre-retirement age faced was that, according to the law, social protection authorities consider an application for a pension and the necessary documents within 10 working days. The deadline for submitting documents is delayed in practice.
Pensioners are provided with benefits for paying utility bills as a measure of state social support. They pay 25% less for heating, hot water, gas and electricity within the social norm, and the payment for water supply and sanitation (sewage) has been halved.
There is a 50% discount on the established payment for heating, hot water, gas, electricity, water and sewerage for unemployed and living alone pensioners or dependents.
Pensioners are entitled to free travel in public transport, except for taxis, on city and suburban routes.
In addition, the target collection of a village, township in the amount of 10 minimum wages per year is not charged from pensioners living alone or if the family consists only of pensioners, or contains dependents.
Proposed by deputies the law-in-draft assumes that by the time the right to a pension arises, a person will have a pension certificate and will receive monthly payments and benefits in a timely manner. To do this, people of pre-retirement age will be able to apply to the social security for 3 months according to the amendments to the current law. If not all documents affecting the amount of the pension are provided, then the pension is assigned based on the submitted documents, and a pension certificate is issued, giving the right to receive benefits.
If a person managed to bring additional documents within 3 months after reaching retirement age, a recalculation will be made. The pensioner receives a supplement. At the same time, there is a limitation – the pension is recalculated no more than 3 months before the missing documents were submitted.
The Social Policy Committee will continue to work on the law-in-draft. It is necessary by the second reading to decide on the date of entry into force of these changes. Additional funding from the republican budget may be required to reimburse the costs of business entities providing benefits.
