The highest executive body of power in December last year presented to the Supreme Council the first section of the draft concept of fiscal and tax policy for 2019 and medium-term perspective. The Chairman of the Government of the PMR, Alexander Martynov, spoke about the reasons for the current situation in the economic and social spheres of the republic, painful points, existing problems.

It should be noted that last year when drafting the law on the republican budget for 2018, the government did not submit this document to the Supreme Council. The head of the highest executive authority, Alexander Martynov, thanked the parliamentarians for their understanding, since the government needed to conduct a fundamental analysis of the social situation and the tax burden. She, according to the Prime Minister, was for the beyond, at the level of 34%. This led to the hollowing of current assets of enterprises in the real sector of the economy, did not allow them to develop.

The head of government noted in his report a high level of public spending (44% of GDP), of which 90% goes to pay pensions and salaries, and at the same time a low level of capital investment. Especially Alexander Martynov focused on the situation in which the enterprises of the energy complex turned out to be. Each year, the state does not compensate them for the costs of providing consumers with gas, water, heat and electricity, as well as the benefits provided by the state to certain categories of citizens. In this regard, the enterprises of the fuel and energy complex do not have enough money to modernize equipment and networks, the production of routine maintenance work. If we do not take measures to correct the situation in the near future, it can worsen.

Such a forecast, according to the Chairman of the Government, is quite appropriate for the situation with the infrastructure of social facilities, primarily schools, pre-school educational institutions and hospitals. In the current year, only the first step has been taken to rectify the situation - the law on the republican budget provides for the funds of the capital investment fund for a total amount of over 180 million rubles.

According to Alexander Martynov the situation with the provision of medicines to medical institutions is unacceptable.

The parliamentarians - participants in the joint meeting of the presidiums of the Supreme Council and the Government regarded the conversation as very important, taking into account the fact that on the basis of the concept of budgetary and fiscal policy the government will have to draft a law on the republican budget for the next year.
