The PMR Supreme Council deputies adopted amendments to the law "On income tax from individuals" in the second final reading at the plenary session today. The adopted amendments will reduce the income tax rate for seasonal workers hired by agricultural enterprises under a fixed-term employment contract.
At the initiative of the Government of the Pridnestrovian Moldavian Republic that was supported by parliamentarians, the income tax for seasonal workers employed in the agricultural sector and registered under a fixed-term employment contract can be reduced from 15% to 8% at the request of the employee himself.
Innovations will affect employees only of those enterprises whose share of their own agricultural production is at least 60% per year. The law-in-draft was developed in connection with the appeals of agricultural producers of the republic. The changes will simplify the process of administering the taxation of seasonal workers' income. According to the estimates of the Ministry of Agriculture and Natural Resources of the Pridnestrovian Moldavian Republic, the introduction of a new rule in the law will increase the number of seasonal workers by 7-10%. Last year, about three thousand people were involved in seasonal work in the fields of the republic, with whom they concluded fixed-term employment contracts.
Two more legislations that will work in the field of agriculture were also adopted by parliamentarians today in the second reading. Both of them relate to the operation of the state reclamation system. Thus, within the framework of the law “On Prices (Tariffs) and Pricing”, the possibility of state regulation of the tariff for water for irrigation purposes will be fixed at the level of the norm. The amendments to the law “On Competition and Restriction of Monopolistic Activities in Commodity Markets” provide for the expansion of the scope of natural monopolies. Services of centralized water supply for irrigation of agricultural land by the state reclamation system will become an additional activity.
