Practice-focused personnel training: the law enshrines practice-oriented (dual) education

The republic has been facing the problem of a shortage of qualified specialists for several years now. The shortage of personnel is especially acute in blue-collar jobs. It is necessary for high-quality training of specialists to focus on practical training, which will help them adapt more quickly to real working conditions.

It must be enshrined in law in order for the mechanism of practical training of future specialists to work effectively. The corresponding legislative initiative was developed and submitted to parliament for consideration by deputies of the Committee on Education, Public Associations and Mass Media Igor Buga, Andrei Safonov and Pavel Shinkaryuk. The deputy corps supported the initiative of colleagues in the second final reading at today's plenary session, taking into account the amendments developed by the relevant Committee and the Government.

Thus, the law "On Education" recorded new concepts – "vocational training" and "practical training", and clarified the basic principles for the implementation of such educational programs. Changes and additions related to the consolidation of the new conceptual apparatus were made to the law "On the development of primary and secondary vocational education".

Practice-oriented (dual) education was enshrined at the law level. This form of implementation of professional educational programs assumes that the student receives not only theoretical knowledge in an educational institution, but also practical skills in the workplace. At least 60% of the training time is spent directly at the enterprise or organization, where students can apply the knowledge they have acquired.

Work on the introduction of this format of personnel training in Pridnestrovie began back in 2018. The pilot project was implemented at industrial enterprises where there was an acute shortage of young specialists. Over the 7 years of the program for training specialists in the form of practice-oriented (dual) education, several hundred people have completed the training. 8 educational organizations and about 30 enterprises closely cooperate in this format today.

The deputies specified in the relevant law that the detailed procedure for implementing the main professional educational programs, including in the form of practice-oriented (dual) education, will be established by the Government.

The new regulations will come into force 60 days after the signing by the President and official publication.
