Pridnestrovie is a socially oriented state. There are laws and state programs in the legislative field of the republic aimed among other things at supporting children, orphans and families with children. The Supreme Council press service talked on Children's Day about the current social guarantees for this category of Pridnestrovians.
Benefits for children
The state provides nutritional benefits for children. The following categories of children receive free meals in kindergartens, schools, and vocational educational institutions:
– children from large families;
– full-time students no older than 23 years old from large families;
– disabled people from childhood of groups I, II, III, studying by correspondence, from large families and who are under 23 years of age;
– orphans and children left without parental care;
– children with disabilities attending correctional institutions;
– children with tuberculosis infection;
– if the parent is disabled.
A 50% benefit for meals in kindergartens is provided to children with a single parent (when the second parent is missing, deceased or deprived of parental rights).
The fee is charged at a lower rate if both parents or a single parent work in the public sector.
Discounts are provided for travel on public transport. Schoolchildren and students pay for trolleybus and public transport travel on intercity routes in the amount of 50% of the ticket price. The benefit is valid from the 1st of September till July, excluding Sundays and holidays.
Disabled children, children from large families and children of the PMR defenders who died as a result of military injury or illness can ride the trolleybus free of charge.
All schoolchildren use textbooks for free in Pridnestrovie. There is no rental fee for them.
The state provides workbooks for primary school students free of charge.
A large family receives compensation in the amount of 100 minimum wages (970 rubles) for each first-grader child. This money can be spent on school writing supplies.
If the average family income is less than the subsistence level, for each child under 18 years old, stationery for school is issued in the amount of 24 minimum wages (232 rubles 80 kopecks).
Encouragement for studies
The Presidential scholarship is awarded to students of additional education organizations:
– music schools, music departments of art schools;
– art schools, art departments of art schools;
– choreographic schools, choreographic departments of art schools;
– stations for young technicians, tourists, naturalists;
– palaces (houses) for children and youth creativity, children’s and youth sports schools;
– specialized children’s and youth sports schools of the Olympic reserve and schools of higher sports excellence.
The amount of incentive for this category of children is 40 minimum wages (388 rubles).
Presidential scholarships are awarded for 1 academic year.
State support for orphans
Orphans have the right to:
– training in preparation courses for entering a university, technical school or college free of charge;
– enrollment in a university on a preferential basis and on a budget basis – according to a quota;
– obtaining a free second primary or secondary vocational education;
– payments during training: monthly stipend and annual allowance for the purchase of educational literature and writing materials;
– receiving one-time financial assistance upon graduation from an educational institution;
– preservation of full state support and scholarships in the event of marriage, during academic leave for medical reasons (including pregnancy and childbirth).
Orphans are given vouchers to children's health camps and paid for travel there and back. In addition, they are entitled to free trips to sanatoriums if there are medical indications. They have the right to free medical care in any republican or city medical institution.
Benefits for utilities
Guardians, foster parents per one orphan child, as well as orphans and children without parental care who are studying in a hospital, are provided with a 50% discount on the cost of water, electricity, gas and the use of an elevator.
Large families, in accordance with the PMR Law “On State Support for Large Families,” are provided with benefits for elevator services and for using the services of gas, water, heat and electricity supply organizations. The size of the discount depends on the number of children in the family.
Housing for orphans
Children from the preferential category have the right to housing in which they can live after they graduate from, for example, a boarding school or an orphanage. The state must provide housing (a separate apartment or house, a hostel, compensation for commercial rent) for orphans under the age of 25.
There is a state program “Providing housing for orphans and children left without parental care” in Pridnestrovie. The program was adopted by the Supreme Council and is designed for 10 years in April 2017. From 7 to 11 million rubles have been allocated to the republican budget for the purchase of apartments and houses for orphans annually since 2018.
Benefits for orphans:
– free travel in city, suburban, intra-district transport (in rural areas);
– free travel during the holidays to your place of residence and back to your place of study;
–free visits to additional educational and cultural organizations.
A person must provide a single ticket to receive benefits – an identity document of an orphan, a child without parental care, a person from among orphans and children without parental care.
Benefits for orphans and children without parental care:
• Monthly food allowance;
• Monthly allowance for the purchase of clothing, shoes, soft equipment;
• Monthly allowance for household needs;
• Monthly allowance for pocket expenses;
• One-time allowance for graduation from educational organizations;
• One-time employment benefit;

State support for young families
The state helps young families buy their own homes. The PMR Law “On State Support for Young Families in Purchasing Housing” makes it possible to receive a state subsidy for the purchase of an apartment or a private house for a family that has a public sector employee or is in the civil service. The allocated money can be used to pay for a loan and interest at a commercial bank. The mortgage loan is repayable over 10 years. The monthly payment should not exceed 50% of the family income.
Categories of public sector employees eligible for state subsidies:
– doctors and nursing staff of state and local health care organizations;
– nurses working in state (municipal) special (correctional) educational organizations;
– teachers working in state (municipal) preschool, general education organizations, secondary vocational education organizations, additional education organizations, and rehabilitation centers;
– military personnel of the PMR Armed Forces performing military service under a contract;
– military personnel of the Ministry of State Security and the State Security Service of the PMR;
– certified employees of the tax authorities of the Ministry of Finance;
– employees (employees) of the Presidential Administration, the Supreme Council and the Government Apparatus;
– local militia inspectors, employees of militia patrol units, employees of temporary detention centers and convoy units of administrative police services, employees of duty guards and individual (militarized) fire posts of the unit in charge of preventing emergency situations and eliminating the consequences of natural disasters;
– certified employees of the penal system and military personnel of the internal troops of the Ministry of Justice;
– managers and specialists of libraries, palaces and cultural centers;
– employees of municipal social service institutions.
Families can apply for a certificate for receiving a state subsidy in the first 5 years after marriage. There is no limit on the duration of the marriage in the case of the birth of children. Condition: one of the spouses has not reached 36 years of age. State support applies to single-parent families consisting of a parent under 36 years of age and a minor child.
The amount provided by the state to young families depends on the number of children.
A family without children can receive an amount in PMR rubles equivalent to 10 thousand dollars.
Family with 1 child – an amount in PMR rubles equivalent to 12 thousand dollars.
A family with 2 or more children – an amount in PMR rubles equivalent to 14 thousand dollars.
Young families can receive government support from the state administrations of cities and districts. Municipal budget loans are provided for the purchase of housing or building materials necessary for the construction of households.
The maximum amount is 160 thousand PMR rubles. Loan term – up to 5 years. Interest rate – 1% per annum.
The spouses must have been married for no more than 5 years, provided that it was concluded for the first time in this case. One of the spouses has not reached 36 years of age.
Providing a tax deduction
Anyone who purchases housing for the first time has the right to a property tax deduction. Its size is 10 thousand minimum wages (104 thousand rubles). This is the amount of income that is not taxed.
The deduction amount is 30 thousand minimum wages (312 thousand rubles) for large families.
For young families – 34 thousand minimum wages (353 thousand 600 rubles). A young family is considered to be a family in the first 5 years after marriage that has one or more children to provide a property tax deduction. Marriage must be concluded between spouses under the age of 36 years. Another condition for a young family to receive a tax deduction is the absence of ownership of a residential building or apartment for the last three years.
In addition, the tax base is reduced by the amount of the standard tax deduction if an employee has children. A standard tax deduction in the amount of 150 calculated levels of the minimum wages applies to each child under the age of 18.
1 minimum wage in this case is 10.4 rubles.
150 x 10.4 = 1,560 rub. (this amount is not subject to income tax)
The tax deduction for one child is provided in double amount:
– widows (widowers);
– to one of the parents when the other parent is deprived of parental rights or declared incompetent;
– one of the parents of a child born outside of marriage;
– divorced parents who have not remarried;
– single parents (guardians or trustees).

Payment of maternity and child benefits
Maternity benefit
The maternity benefit is established in the amount of the average earnings (income) of an insured working woman, calculated in accordance with the current legislation of the PMR.
Maternity benefits for the adoption of a child under 3 months of age are paid for the period from the date of his adoption (grounds - court decision) and until the expiration of 76 calendar days (in the case of simultaneous adoption of two or more children - 110 calendar days) from the date birth of a child (children). The amount of the benefit is calculated from average earnings, according to the rules established for the payment of maternity benefits.
The maternity benefit for women entrepreneurs is set at 170 minimum wages, which is 1649 rubles. Assigned and paid for all calendar days falling during the period of maternity leave.
One-time benefit for women registered in medical institutions in the early stages (up to 12 weeks) of pregnancy
The amount of the benefit is 25 minimum wages. From February 1, 2024, the minimum wage was set at 10.7 rubles, respectively, the amount of the benefit is currently 267.50 rubles to pay this benefit. The benefit was 242.50 rubles previously, taking into account the size of the minimum wage was 9.7 rubles.
One-time benefit for the birth (adoption) of a child for working citizens
The minimum wage is set at 10.7 rubles for the calculation of benefits from February 1. Thus, 242 minimum wages (2589.40 rubles) is the amount of the benefit for the first child from February 1, 2024,, with an increase in this benefit amount by 3680.80 rubles, a total of 6270.20 rubles, for the second and subsequent children - 242 minimum wages (2589.40 rubles), with an increase in this benefit amount by 4406.80 rubles, a total of 6996.20 rubles.
The monthly allowance for child care until he reaches the age of 2 years is 121 minimum wages. To calculate benefits from February 1, the amount of the minimum wage is 10.7 rubles, respectively, the amount of the benefit is 1294.70 rubles.
The benefit is paid to mothers, in the absence of mother's care - to fathers, and in the absence of mother and father's care - to adoptive parents or guardians who are subject to state social insurance.
Payment of an additional day off per month when caring for a disabled child under 18 years of age to one of the working parents (guardian, trustee)
One of the working parents (guardian, trustee) is provided with payment for an additional day off to care for the disabled child under the age of 18 in the case of caring for a disabled child under the age of 18.
This day is paid in the amount of the average daily wage at the place of work of the parent (trustee).
