On current issues on the agenda

12.06.2019

Members of “The Obnovlenie” parliamentary faction discussed the most significant issues on the agenda of the upcoming plenary session.

A lively discussion was caused by a legislative initiative of the Government aimed at adjusting the state program of denationalization and privatization. It is proposed to privatize 8 organizations in order to obtain additional funds to the budget and ensure their efficient production activities.

Members of the faction spoke unequivocally for the sale of shares of various denominations that are currently owned by the state. The talk is about such companies as the clothing company Vestra from Bendery (the state has 25% of the shares), Rybnitsa cement-slate combine (25% of the shares), Tiraspol’s Electromash plant (100% of the shares), Kamensky cannery (100% shares), Odema CJSC from Tiraspol (100% of shares) and others. For example, the government plans to receive 20 million rubles from the sale of a 100% stake in Elektromash, and 25% of Vestra - 936 thousand.

By the same law-in-draft, the Government proposes the privatization of seven organizations in the form of corporatization for the subsequent transfer of the state-owned block of shares to the trust management of State Management Company, again with the aim of ensuring their efficient production activities. This is about "Biohim", Grigoriopol mine, design institutes and the State Unitary Enterprise "Medical Center "TiraMed". The faction members had the most questions regarding the last item.

According to the second part of the law-in-draft, members of “The Obnovlenie” developed the opinion opposite to the one for which they voted in respect of the first part of the initiative.

The unanimous support of the participants of the meeting received a number of legislative initiatives of a social orientation. members of “The Obnovlenie” voted for the introduction of a legal norm starting January 1 of next year, according to which people with disabilities in the first, second and third vision groups, children with disabilities under the age of 18, children with vision disabilities of the three groups will be given free glasses for vision correction. Now there are 177 potential recipients, including 25 children. The price of a pair of glasses is about 400 rubles.

State support will also affect the four long-livers living in the republic (100 years and older). Now they are exempted from payment for the use of thermal energy, water, sewage, gas, electricity, for maintenance and repair of the elevator, other utilities, and living in houses without central heating - from paying for fuel. Now they will be added and the service for the removal of solid waste.

Along with this, during the meeting of the parliamentary faction, there were proposals on the need for a legislative reduction of the age limit at which a person acquires the status of “long-liver”.

Two legislations supported by members of “The Obnovlenie” parliamentary faction prepared for the second reading concerned amendments and changes to the current norms of the Housing Code. The first document deals with the extension of the term from which the utility debtor will be charged a penalty. Now - from the 26th day, it is offered - from the 61st. In addition, in cases where the defaulter has entered into a debt installment agreement with the life-supporting organization, the penalty will not be charged.

Another housing innovation is that tenants of apartment buildings pay utility bills directly to their suppliers.

This mechanism of payment of utilities is already used today in individual residential buildings and multi-storey residential buildings of the municipal fund.
